Looks like we're out. Written out of culture. They canceled our participation in MEDIA, and the Creative Europe program closed its doors to us. We have not harmonized our legislation on audiovisual services with that prescribed by Creative Europe. Funds that are huge in our terms, and necessary for the film industry, will be beyond our reach. So one word in jargon, turned out.
The problem is systemic. It is not the first step to bring new people to the head of cultural institutions, but it is a prerequisite for any revival and shift, to exclude incompetent people from culture. For decades, culture was a gray area, people could do nothing, or have no idea what they were doing, and get away with it. Because no one paid attention to culture, just like now, their eyes are focused on finance, justice, energy, education, and what happens in culture is of little interest to anyone. That's why everything collapsed, because there is no progress or responsibility. Lezilebovics have been in the culture for decades.
I was returning by train ten years ago from the book fair in Belgrade. The letter was held by a man of great vocation, one can say that he was president of the presidency Association of Writers of Montenegro. One of who knows how many associations, but he regularly had a salary from the state, premises, employees and of course paid travel expenses to visit various book fairs. Everything is paid for by the state, and his only responsibility is to be cultured. He played Oscar Wilde, and he complained about having to travel by train. It is a weak country that cannot provide a plane ticket to such a caliber as him.
He published several books of poetry, and declared himself an exceptional Mediterranean poet. He was just deeply, profoundly interested. He said that everything had already been written, that everything new was superficial, but he had to go to the fair because of work, to see that something good had not appeared by chance. But nothing! His mouth was full of culture, although he had no results. And it was immediately obvious that such staff would remain in the position for a long time, because in that case, it is more worthwhile not to know anything, than to know something. If you know something, you're a nuisance. If you know nothing, you fight for everything and everything passes you by. Again one word, again jargon, easy.
There are too many such characters as the aforementioned president of the presidency of one of the writers' associations. They are like leeches on the budget, occupying places and not letting go. Some of them also blew up the story about Creative Europe. They are creative enough to successfully blow up the processes in culture.
It is not crazy to suggest that it is best to put Okov or Voli as the head of culture in Montenegro. Such people would know what they are doing, they would arrange things, start the system, if only they would know to comply with the framework of the competition and what the EU prescribes. They would separate work from non-work, and at least they have an idea of supply and demand. Surely they would be better team leaders than the various lezilebovics, whose culture, every department and every institution has long been crowded.
The culture will be black if it continues like this. A restart, a complete rebranding is needed, for someone to turn it up to the max and deliver an electro shock, so that the culture will stand up. Or resurrected, as one prefers to look at things.
If this does not happen, the culture will remain as it is now, an ordinary profession, some buildings filled by people who had nowhere else to fit in. In culture we have people who play culture. But it's no longer comical, because these people don't know what they're doing.
