Anyway - I will remind you, once again, for the umpteenth time - that the planning documentation is shameful for us - and that nothing is being done about it. If we were able, both as a society and as individuals, to feel ashamed of that fact, our ears would burn with shame. Second, since August of last year, planning documentation in digital format has not been available to us - the address plannidozvole.mrt.gov.me is unavailable, in other words - and when will it be available to us - ask the lady Izgarevic Pavicevic. Please don't insult the Minister of Ecology, Sustainable Development, Spatial Planning, Urban Planning, Construction of Buildings, Legalization of Illegally Built Buildings, the Chamber of Engineers, European Affairs, Euro-Atlantic Integrations and who knows what else - because her focus, we are witnesses, is on everything except the problems that plague the planning-urbanistic-architecture profession.
And I would be very happy to verify the developments on the mentioned urban plot and on the plots in the immediate vicinity...
"Decision", he says, "Ministry of Ecology, Spatial Planning and Urbanism, Directorate of the Chief State Architect, No. UP II09-042/22-51/5 dated June 29, 06." - and I ran to gov.me, where I found that there is no such solution. I verified the entire year 2022 - and there is no solution - there is none...
I decided to certify the year 2023 as well - it doesn't cost me, I said, anything - and Bingo!
Podgorica, says, February 3, 2023, "Ministry of Ecology, Spatial Planning and Urbanism, Directorate of the Chief State Architect and Architectural Development, resolving ex officio for the mandatory annulment of decision No. UP II 09-042/22-51/5 of on June 29, 2022, issued by this Ministry, based on Articles 18 and 139, Paragraph 1, Point 3 and Paragraph 2 of the Law on Administrative Procedure, (Official Gazette of Montenegro, No. 56/14, 20/15, 40/16 and 37/17), enacts - DECISIONS - It is obligatory", it says, "to cancel the decision No. UP II 09-042/22-51/5 of June 29, 2022, which (to a business entity - op.a.) OKOV d.o.o. from Podgorica, consent was given to the conceptual design of the architectural project (this - conceptual design of an architectural object - brings bitter tears to my blue-gray eyes - in the next issue, or in one of the following issues, I will explain why - op.a.) for the construction of a multi-storey residential building on urban plot 46a, zone A, which consists of cadastral plots number 2324/3, 2326/1 and 2325/1 KO Podgorica II, within the scope of the Detailed Urban Plan "Nova varoš 2" (SL CG, Municipal Regulations , number 32/18), designed by "Smart studio" doo Podgorica" - and then there are several so-called Reasoning - from which I would single out this: "... it is concluded that the conceptual solution to which consent was given (voting Mirko Žižić, former GDA - op.a.) the relation prescribed by the plan to the construction line under the ground was not respected" - which means that what Vukašin (Žižić) is building, Villa (Stevović) dismantles at night - but our Villa does not think of reprimanding our Vukašin for the negligent performance of a public function. And why didn't Vila leave/post Vukašin's annulled Decision (capital R - dated June 29, 2022) on gov.me - purely for the sake of order - before she released the pattern over her Decision (from February 3, 2023) and hit the seal.
On March 22 of the current year, OKOV doo once again pleased the Directorate of GDA and RA with a request to give consent to the (new) preliminary design of the building in the same position - only to give up the request on March 28 - he does not say why.
And as for the conceptual solution - over which Žižić released the pattern and stamped - it is not difficult for me to repeat once again that the last entry on the website gov.me dates (still) from August 2022 - with the remark that not a single one of it is not possible to open and download those conceptual solutions that were entered before August 2022 - the solutions are not available at the address gov.me - which means that young architects - many young, very cute - and equally sweet and equally young architects are denied the pleasure of they certify the conceptual solutions of the facilities behind which their older and more experienced colleagues stand - which again, if you ask me, is very sad, just...
Therefore, the GDA cancels the consents of the former GDA and divides the consents - it is being built on all sides - and how it is being built - we are not in a position to judge about that - the so-called profession - because we were denied all the key information (which was available to us at the time of the hated DPS).
The worst part, actually, is that no one gets excited about it…

Unfortunately, due to my earlier obligations, I was not able to attend the round table titled "State guidelines for the development of architecture" - which was jointly organized by the Montenegrin Academy of Sciences and Arts and MEPPiU - and which was held in the ceremonial hall of CANU, last wednesday.
More about that event in the next issue, or in one of the following issues - on this occasion I will allow myself (only) to notice - that in the mentioned Explanation, within the mentioned decision of February 3, 2023 - Mr. Stevović (GDA) states that "projected width of one stair leg 100 cm" (this is, to make sure there is no confusion, about the conceptual solution of the residential building on urban plot 46a, zone A, within the DUP "Nova varoš 2") - and concludes (mostly correctly) ) "that vertical communication is not designed in accordance with the rules of the profession, because the minimum clear width of one stair leg should be - pay attention: "minimum 120 cm" - which we all know - it goes without saying - but few of us know where it is written - in which binding "rules of the profession" it is written that the minimum clear width of one stair leg must not be less than 120 cm - and "that the clear width of the staircase intermediate landing", insists Stevović, our GDA Villa, "should be at least 120 cm". Mr. Stevović, please include this extremely important "rule of the profession" in your (and our) State guidelines for the development of architecture - don't forget, please...
