Lightly fry finely chopped vegetables, then add minced meat, tomato paste, spices and fry for another two minutes. Then pour water (250 ml), cover and cook on low heat for 25 minutes. At the end, add wine vinegar.

Arrange the cooked rigatoni pasta in a mold. Sprinkle the minced meat mixture from the bottom, lightly to fill the macaroni. Pour over the béchamel sauce, and sprinkle with grated cheese as desired and parmesan.

Bake for 20-25 minutes at 200 degrees, until the paste is golden brown. Remove from the mold, cut and serve.
