The Special State Prosecutor's Office (STP) sent an urgent request to the Municipality of Budva to urgently, after turning a deaf ear twice, submit complete documentation on the construction of the road in Bečići within the newly built complex by the sea. SDT requests that they provide them with all the documents showing that the construction of the road, which was supposed to be donated by investors, was eventually paid for from the city administration's coffers.
The emergency, as written in the letter that "Vijesti" had access to, followed requests from March 21 and December 12 last year from the Municipality of Budva to the prosecutor's office headed by Vladimir Novović no documentation was submitted.
"The Special State Prosecutor's Office has created a criminal file on the basis of an anonymous criminal report. In the mentioned report, suspicion is expressed that a certain legal entity "Sunraf" doo donated the S73-73 road project, and then concluded a contract on communal equipment on January 22, 2021. with the President of the Municipality (Marko Carevic), then notarized this legal work with a notary, in which the municipality allegedly still pays for the trip, and it should not, to which the secretaries of the Municipality did not give their consent", says the letter from the SDT that arrived at the Municipality, in which "News " had an insight.
In the report, as added in the letter to the SDT, doubts are expressed that the company concluded a utility contract first of all, from which it is obvious that they do not have to pay anything for utilities, although, as stated, according to the law, it is known that all exempted utility payments, they have to equip their construction plot at their own expense, ie bring electricity, water, build a road and the like.
"The application finally states that the president of the Municipality of Budva (Marko Carević) will supply these builders with complete construction materials and carry out appropriate construction works in order to realize this project. In accordance with everything stated, and bearing in mind Article 271 paragraph 3 of the Code of Criminal Procedure , it is necessary for you to declare to this prosecutor's office the circumstances from the allegations of the submitted application and submit complete documentation related to this legal work from the moment of its conclusion, from which, if it was realized, it can be determined in what way that legal work was realized , that is, what are the financial effects of that legal work for the Municipality of Budva," the application says.
The construction of the road was already problematic in May 2021 by the Budva URA, when it invited the then mayor Marko Carević to inform the public which acts provide for the construction of the street in Bečići, which is not provided for in either the City Planning Program or the Investment Plan, and how the contractor was selected.
They said that they could not get an answer regarding the construction of a street in Bečići.
"Answer the questions which municipal act provides for the construction (started this year) of the S73-73 road with accompanying infrastructure in Bečići, because it is not included in the Spatial Development Program of the Municipality of Budva and the Investment Program of the Municipality of Budva for 2021, as well as in what way and by what procedure was the contractor selected for the construction of the traffic road," the party announced at the time.
The company "Sunraf plus" previously told "Vijesta" that they reject the allegations that there were illegalities surrounding the construction of the road. "Regarding the road S73-73, which is foreseen by the valid DUP Budva, KO Bečići, our company as a socially responsible investor responded positively to the initiative of investors of newly built and designed tourist facilities in the neighborhood, whose general capacity is about 1.000 accommodation units , which gravitate to the road in question, to find a solution and realize this project. Considering that the Municipality of Budva did not have the necessary financial resources for the construction of the road in question and could not include it in the Investment Plan for the current year, and considering that the newly built and designed tourist facilities cannot be put into operation without it, at the suggestion of others investors and with the understanding and support of the Municipality of Budva, the company 'Sunraf plus' doo has accepted to finance the construction of a part of the road S73-73, while the other part of the construction is in question roads were financed by the investors of neighboring newly built tourist facilities", the company stated at the time.
Katnić was interested in utilities
The Special State Prosecutor's Office, headed by Milivoje Katnić, investigated in October 2021 how the Municipality exempted the company "Sunraf plus" from three and a half million euros in utility payments for the construction of the nine-story, five-star hotel "Grand Hotel Montenegro".

In response to the question of why utilities in the amount of 2020 million were not paid euros, we underline that in accordance with the provisions of the Law on Spatial Planning and Construction of Buildings, Article 91, the company "Sunraf plus" doo Podgorica, used the right to be temporarily exempted from paying fees for communal equipment of construction land as an investor of a category 3,5* hotel. specifically for the construction of the hotel complex 'Grand Hotel Montenegro'", they stated.
