Police officer Petar Lazović once taught the leader of the Kavac clan how to get the heads of Jovan Vukotić, suggesting that they wear uniforms similar to his police team, that way they would stop him in traffic, and then kill him.
On September 24, 2020, he discussed this with Radoj Zvicer. Then he brags about the accused drug lord Darko Šarić from Pljevlja in phone messages - what he taught the head of the bar.
Through an encrypted application, the arrested security guard said to Zvicer that day:
"If you have a team, get two black BMW X5 2006. When Šklempo (Vukotić) starts, turn on the flashers, control, tear, set fire, clean everything, and we will sit somewhere on the cameras. By the time they cash in, you're gone. Buy pocket money, t-shirts, police sweatshirts, phantoms".
A few minutes later, he also presents his plan to Pljevljak, to whom he explains that he told Komita - the Swiss, the easiest way to reach his target Vukotić, calling him a starlet.

"For the starlet, I told Komita to get two BMWs, put on flash lights, and the guys to put on wallets, purses, fantoms, police sweatshirts. When he leaves, they intercept him - the police, open the door and leave him there. I want to be on camera with the guys, and they will have a longer chance to escape because of the car," he boasts.
On September 8, 2022, Vukotić was killed in Istanbul, while Jovan Jovanović disappeared at the beginning of November 2020. According to the indictment of the SDT, they planned to kill the first while he was in the Investigation Prison in Spuška, and the second while he was in Kotor.
The now-arrested security guard wrote this after months of previously revealing the movements of the head of the Skaljar criminal clan, his place of residence, and police plans regarding that Kotoran.
Vukotić was targeted several times
He did this after Zvicer insisted on urgency on July 30, 2020 and demanded that the liquidation be completed by September 1, and the former secret agent Lazović promised him that he would do everything in order to cancel the police security assigned to Vukotić.
At that time, the absolute leader of the organized criminal group the Skaljar clan was the priority target of the opposing camp. With the help of "dirty" policemen, the Kavčani targeted him in the Spuška prison, at funerals, in front of the police station in Kotor...
During one session, during a chat with Lazović and fugitive policeman Ljubo Milović in the summer of 2020, Zvicer says that he will sacrifice someone "just to skin him"...
Lazović then explained to him that Vukotić was in fear and that he was using two armored cars:
"We have to be smart... There are two blinds. Black and gray. Brother, you solved much bigger robberies, not this woman", he writes and for days he sends photos of Vukotić, the car he uses...
After Zvicer states that Vukotić once shot his wife and ten-year-old child, Lazović adds: "For that, he should be set on fire and let him burn."
"I have to solve it as the eyes in my head are," replies Zvicer.
Now stronger than ever
Seven days after the high-ranking skalarian Alan Kožar was killed on July 23, 2020 in Corfu, the participants of the group on Sky state that they must be careful, but also never hit the opposing clan harder.
"Now we have to attack harder than ever. Everyone contribute, as many of us as there are. Let's beat them," says Milović to his interlocutors.
In January, the Special State Prosecutor's Office filed an indictment against Radoj Zvicer, Milan Vujotić, Slobodan Kašćelan and 14 other persons, for planning the murder of the now deceased Jovan Vukotić and Jovan Jovanović.
The SDT named Dragan Knežević, Goran Vukčević, Igor Terzić, Danilo Bakić, Stevan Kraljević, Radovan Mujović, prison policeman Vladan Lučić, Filip Knežević and Ratko Živković as members of that group. Among Zvicer's mercenaries for those jobs, according to the prosecution's claims, were one of the most prepared military special forces, Borko Bešović, national parachuting champion, firefighter-rescuer Saša Dragojević and Boris Pejović.
They are accused of planning to kill Vukotić while he was in custody at the Administration for the Execution of Criminal Sanctions, and Jovanovic while he was staying in Kotor in the Pentagon building.
In the second case, the SDT accuses Petr Mujović, that on the order of Zvicer and Slobodan Kašćelan, he should have killed Vukotić on July 31, 2020 in Bar, at the funeral of his godfather and leader of the Bar group, Alan Kožar.
Vukotić was released from custody three days before Kožar's funeral, as he was acquitted of the charges of attempted murder of Miloš Radonjić and Vojin Stupar due to a lack of evidence.
This alleged plan failed because Vukotić did not come to the funeral but, as stated in the indictment, stayed at the house of the Kožar family. The second plan according to which Mujović was supposed to kill Vukotić was during the voting in the parliamentary elections on August 30, 2020, but Vukotić did not come to vote.
According to the indictment, Mujović was part of the third plan to kill Vukotić, which did not succeed - in October 2020, in front of the Kotor police building, according to the investigation, he was supposed to shoot the leader of the Skaljars.
Lazović also talked about this plan with Zvicer, to whom he complained that Mujović confessed to everything the same night he was arrested, and then taught him to send a lawyer to explain to the Nikšić man that he should remain silent... He explained to them that Mujović was the police inspector said that he was promised half a million euros if he killed the leader of the skalars that night.
During the night, the man from Nikšić changed his statement and answered only for the illegal possession of weapons...
Kotoranin was then saved from death by his bodyguard Dragoljub Ćetković, who disarmed Nikšićanin in front of the police station.
Vukotić was killed in Istanbul in September of last year, and the investigators there suspect 16 people to have participated in that liquidation on the order of the Kavaka clan.
Zvicer and Milović are on the run, and Lazović was arrested on July 18, 2022 on the charge that as a police officer he worked for the mafia, not against it.
