Six days before the parliamentary elections in 2020, the then assistant director of the Police Administration Zoran Lazovic he lent half a million euros to the accused drug lord from Pljevlja Darko Sarić, that he would give this money "for the elections and for the boys".
On behalf of Pljevljak, as the investigators suspect, an associate of Šarić asked him for money at a meeting in a Podgorica restaurant on August 20, 2020. Milan Vučinić.
This is claimed by the Special State Prosecutor's Office (SDT), on whose order members of the Special Police Department (SPO) deprived the former secret agent of his freedom on April 14.
In the same action, the policemen he manages Predrag Šuković, they also arrested the former chief special prosecutor Milivoj Katnić, whom the SDT suspects of protecting the mafia on Lazović's order.
Until the evidence that Lazović lent 500.000 euros to Šarić, the prosecutors Vladimir Novović they also came with the help of the European Union Agency for Law Enforcement Cooperation, Europol.
They provided them with transcripts from the once-protected Sky application, including the correspondence of Lazović's son Petr with Šarić and Vučinić, as well as the correspondence between Pljevljak and Zećanin.
"From the content of the communication from October 20, 2020 between Petr Lazović and Darko Šarić, the relationship between Darko Šarić and Zoran Lazović emerges, where the messages stand out: 'It's good, brother, what are you doing? How is the old Wolf, Say hi to me Z and I'm always here for you. Greet him and Tigra always,'" states SDT in the files that "Vijesti" had access to.
"Vijesti" has repeatedly announced that Petar Lazović, in communication with Šarić and the heads of the Kavački clan, explains in messages that Tigar is actually Ranko Ubović, the owner of "Bemaks", and it clearly follows that under the letter "Z" is his father Zoran Lazović, whose photos from the official premises he also shares on the chat...
This was officially confirmed by the files of the SDT, signed by the special prosecutor Miloš Šoškić, who, analyzing the exchanged messages, determined that Lazović was lending Sarić money: "And that he was offering to lend him more".
"Also, from the conversation, it is identified that the person addressed as 'Z' is the defendant Zoran Lazović, considering that when Petar Lazović informed Darko Šarić that Ljubo Milović's father had died and that it is difficult when a father is lost, Petar Lazović commented for it to happen to him 'Z'. Some of the messages that stand out: 'Greet me Z, nothing with me, everything as before, that if I get out of this, I'll work on it. And I haven't heard anything from Papaja, they say he's drunk all the time', 'Z greets you and asks if you need more, now he's in a position to help you even more', 'You don't need it my brother, thank you if you need anything, I'll call him ', 'It's hard when you lose your father, somehow a part of you also goes, and yet it's all life and you have to come to terms with it', 'I can't even think about it, I wouldn't have survived it without God forbid who does what to Z, then I would burn him to the last drop'"...
The special prosecutor also cites how, ten days before the parliamentary elections in 2020, Šarić prepared Vučinić for a meeting with Zoran Lazović through a then-protected application.
"On August 20.08.2020, 20 communication between Darko Šarić and Milan Vučinić was realized during which Darko Šarić talks with Vučinić about topics for the conversation between Vučinić and Zoran Lazović, where the following messages stand out: 'After 500 p.m. Junior will call to see Mesa... Write down what I need to say', 'There's nothing special about it brother, you're talking casually, he otherwise offered to be Kim and told him to tell me that whatever he needs is there and to participate financially, to convey Kim to me. You should tell him that we didn't want anything to interfere with them, even though we know that they would help everyone, we kept quiet about everything, and I heard everything that that Koz - Harmful and these men were threatening them and that you wrote about everything with me, that I told you - let them threaten them, and we solved ours', 'These are your ideas, and you add or subtract based on what you see', Do you want me to mention the finances to him? Or am I waiting for him to mention it himself?', 'Of course I will. Say that Karlo should have sent us some money, but he keeps putting it off, we need a loan of XNUMX to XNUMX million, which he has, I want to give for the elections and for the boys there. Tell us to wait for the elections so that we can all get stuck as much as we can so that we can come to an agreement on this shit, because we are close to finishing it," it is written in the prosecutor's files.
Reading the messages between Šarić and Vučinić, the prosecutor also discovered that Zećanin was informing Pljevljak, who was in Belgrade prison at the time, of how the meeting had gone.
"After the meeting, Milan Vučinić informs Darko Šarić about what they discussed and forwards him the messages that Petar Lazović sent him. In the messages, Milan Vučinić expressed his admiration for Zoran Lazović, expressed his admiration for letting his son into the front lines, and Petar Lazović sent him a message that he told his father everything was good. It follows from that communication that he asked Zoran Lazović for a loan of 500.000 - 1.000.000 euros. Selected messages: 'Brother! I conveyed everything as you said... I told Mesa that he showed her what kind of man he was when he pushed his child, Junior, to the front rows. Into the fire... and you have the possibility to keep them aside, who else, to make your ear hurt for everything... He says he did it for himself and for the man he respects and loves. He means tall. I asked him for a loan. He said that now there are a lot of expenses related to the election, that he spends a lot of his comrades on it, he thinks of Ub. We call him Tigar.. Yes, he can give 500 yes, that is, until Sunday evening or Monday. After the election, if he has to see to the rest... I said that after the election, we'll see what can be done about these things of ours, everyone should help as much as they can... He agrees with that. We have to be smart, there is no room for mistakes. I said everything we say stays and dies with us. Junior was present the whole time. I said that at first he sees Junior through him. Now that you've seen that he's a real guy, brother. That he wants everything. If you loved him like that... I'm a river for those guys from BG. That they are good guys, that they can be of use to us in BG, if they need anything, that we will go through them", it is written in their correspondence.
The prosecutor's files state that on August 23 and 24, 2020, Šarić and Vučinić communicated again regarding money:
"For which there is reasonable suspicion that it was borrowed by the defendant Zoran Lazović"...
The SPO found that the members of the organized criminal organization, in their mutual communication, addressed Zoran Lazović with three nicknames - "Z", "King" and "Mesa"...
We fought for the elections as brothers
Brothers Darko and Duško Šarić talked about Zoran Lazović after the 2020 elections, and from that communication the prosecutors conclude what kind of relationship the accused Pljevljak had with the long-time official of the secret and public police.
"It was Žabac and this godfather at lunch yesterday, it was Mesa and all these authorities. And that Messina said that we gave 100 each and that we fought for the elections in a brotherly and fair manner. He says he spoke in front of 20 of them. And Mesa says these are our own brothers. The other day, Mesa offered me money if I needed it, I guess he saw that we stayed with them, that we behaved the same", writes Darko Šarić to his younger brother.
After that, prosecutor Šoškić writes, the two also commented on the changes in the prosecutor's office.
The prosecutors also read the correspondence of those brothers regarding the return of part of the debt to Lazović.
"I want to ask you about this money that you sent for work, 100 of them were given to Mesa, 47.500 to Benny for work to a certain Rotterdam, 15 to Zelena, with the submission of a handwritten list," explains Šoškić in the documents.
Lazović is the last person on the planet who would leave his family and run away
Lawyers Zoran Piperović and Stefan Jovanović filed an appeal to the panel of the High Court in Podgorica against the decision of the investigating judge, which ordered the detention of Zoran Lazović.
"In the appeal, we pointed out that there is absolutely no evidence from which a well-founded suspicion would arise that Zoran Lazović committed any criminal offense that is being prosecuted ex officio, let alone these criminal offences. It is actually about something that has been the subject of media reports for a long period of time and that is now only stated in the order to conduct the investigation without any evidence. Zoran Lazović never used or possessed an encrypted phone, which is amply demonstrated by the fact that even Europol did not provide information that he had an encrypted phone, and we know the procedure that Europol always provides this type of information. As to the danger of escape, it is needless to speak of it. For a long period of time, he has been threatened with arrest from the highest state addresses. He is here in Montenegro. Lazović has repeatedly said publicly that he will not leave Montenegro. He wrote a letter to the chief special prosecutor a month before his arrest, that he knew that a spectacular arrest was about to be made, but that he had no intention of obstructing or avoiding the work of the prosecution and that he was there at his disposal. He stated in the letter that it is enough to call him on the phone. Besides, he could only tie himself to a pole in front of the police. There is absolutely no question of the danger of Zoran Lazović's escape. He is the last person on planet earth who would leave 15 grandchildren and the rest of his family and run away," said lawyer Jovanović.
