Zoran Lazovic i Milivoje Katnic they only formally took actions against the leaders of the Kavaka clan, they hid international information about the head of that criminal organization Happy Switzerland and protected him from arrest, and then deceived the public with statements that Petar Lazovic is not a member of that criminal group, but a secret agent on assignment and that criminal proceedings against him were initiated with the aim of destabilizing Montenegro, according to the Special State Prosecutor's Office (STP).
It is explained that the former chief special prosecutor knew the codes under which the leaders of that criminal organization were writing on the Sky application, but that he did nothing to process them. On the contrary, he agreed with the position of his then subordinate prosecutor Saša Čađenović that he does not initiate proceedings against one of the bars, Duško Roganović, by which he also helped Zvicer, Milan Vujotić, Dragan Knežević, Radoje Živković and others...
"Although he knew which PINs they had on the SKY ECC application. In that case, by order Ktr-s.br.207/21, which number was crossed out and number 271/21 of 01.07.2021/17/21 entered instead. Milivoje Katnić, who was accused, was ordered to form a Special Investigation Team in which he will also be the head of the team, and it refers to the event that led to the order to conduct the investigation Kti-s. no. XNUMX/XNUMX. Therefore, he, as the head of the team and the chief special prosecutor at the time who drew up the requests, knew which PINs on the SKY application Radoje Zvicer, Milan Vujotić, Dragan Knežević and Radoje Živković had, but he nevertheless agreed with the decision of the accused Saša Čađenović. , according to the Special State Prosecutor's Office, which he manages Vladimir Novović.
Lazović and Katnić were arrested on April 14, and they are accused of having committed criminal acts - creating a criminal organization and abuse of office, that is, of subordinating public functions to the interests of the mafia.
Saša Čađenović was arrested on December 9, 2022, on the charge that he also became part of the Kavačac clan.
After the prosecutor's detention, the judge of the Podgorica High Court Goran Scepanovic ordered them to be detained for up to 30 days, thereby accepting the SDT's request.
They misled the public
It is stated that Milivoje Katnić misled the public that the accused were criminals from Belgrade Veljko Belivuk i Marko Miljkovic entered Montenegro at the request of the Republic of Serbia and that measures and actions are constantly taken against them, while Zoran Lazovic enabled those members of the Kavac clan to cross the border unhindered, upon request Radoja Zvicer...
The prosecutors state that the criminal organization of the arrested former assistant director of the police cooperated with Zvicer's criminal group, and that the former chief special prosecutor, together with his subordinate colleague Saša Čađenović, accepted to act on the orders of Lazović.
"... Lazović committed the criminal offense of creating a criminal organization... which is particularly difficult due to the manner of execution, given that the defendant, while performing the function of assistant director of the Police Administration - Sector for the fight against organized crime and corruption, organized a criminal organization".
Part of that organization, it is said, had an influence on the political authorities, as well as the means of public information.
"Which organization aimed to cooperate with the criminal organization organized by Radoje Zvicer and, by not prosecuting prominent members of that criminal organization, committed an unspecified number of criminal acts of abuse of official position... for which, according to the law, a prison sentence of up to of four years or a heavier sentence, for the purpose of obtaining illegal profit or power, where each member of the criminal organization had a predetermined task and role, and the activity of the criminal organization is planned for a long time, the activity of the criminal organization is based on the application of certain rules of internal control and discipline of the members and there is an influence of the actions of the criminal organization on the political power and the means of public information", they state from the SDT.
They reason that Lazović and Zvicer's group achieved through his son and accepted that no criminal prosecution would be undertaken against the prominent members of the Kavačka clan, that they would be allowed not to be deprived of their liberty and to flee, as well as that they would not be proposed to be detained after serving their sentence, so that they can escape...
"In which case, the accused Milivoje Katnić, as the chief special prosecutor, together with the accused special prosecutor Saša Čađenović... accepted to act on the orders of the accused Zoran Lazović and to carry out the orders and instructions of the organizers of the criminal organization which were transmitted to them through other members of the criminal organization, to cover up the perpetrators of the most serious crimes, in such a way that the Police Administration of Montenegro will not file criminal charges against them, and the Special State Prosecutor's Office will not initiate criminal proceedings, while the defendant, Zoran Lazović, at the request of Radoj Zvicer - the organizer of a criminal organization, with which he cooperated criminal organization, enabled members of a criminal organization from the Republic of Serbia to enter Montenegro and stay on the territory of Montenegro, in order to establish direct contacts with Radoj Zvicer and other members of the criminal organization, about which fact he, together with the defendant Milivoj Katnić, misled the public that these persons were entered Montenegro at the request of the police of the Republic of Serbia and that measures and actions are constantly taken against them"...
Belivuk and Miljković were on the blacklist of the Montenegrin security services, and then the ban was lifted from their names.
After arriving in Montenegro, Lazović and Katnić told journalists at the end of January of that year that Belivuk and Miljković were under round-the-clock surveillance by the services and that they and their families were taken to the Kotor police for an informative interview immediately after their arrival in the country. where they asked for the reasons for their arrival.
While those leaders of the police and prosecutor's office assured the citizens that they had nothing to worry about, Petar Lazović and several of his colleagues from the police made friends with the leaders of the Kavaka clan and their colleagues from Serbia.
That's when they come up with a plan to lure a rival criminal team to launch an armed attack on those Belgraders, deliberately spreading information about their arrival in Montenegro.
They misled that the arrest would destabilize the state
In the files of the SDT, it is written that Lazović, using the authority and hierarchical structure of the police organization, ordered that no criminal charges be filed against the members of the criminal organization, at the request of Zvicer, and that Katnić accepted to mediate and control that the Special State Prosecutor's Office does not undertake criminal prosecution against the head of that clan and prominent member of the criminal organization, Duško Roganović:
"And that it agrees with the decisions of the acting special prosecutor - the defendant Saša Čađenović, on the non-prosecution of Radoj Zvicer, Duško Roganović and other members of the criminal organization, and the defendants Zoran Lazović and Milivoje Katnić misled the public that the criminal proceedings of the Special State Prosecutor's Office, beginning in the middle of 2022, initiated against a member of a criminal organization, the accused officer of the Police Administration of Montenegro working in the National Security Agency - Petar Lazović, the son of the accused Zoran Lazović and members of his criminal organization, initiated with the aim of destabilizing Montenegro and that the accused Petar Lazović is not a member of Radoj Zvicer's criminal organization, but is allegedly on a secret mission to hide information about the organizer of the criminal organization Radoj Zvicer and other members of the criminal organization in international police and judicial cooperation, and the defendant Zoran Lazović, as an elder, using the authority and hierarchical structure of the police organization, ordered that during that period the officers of the Police Administration of Montenegro only formally undertake official actions against the organizer and members of the criminal organization, in order to create the impression that the Montenegrin police lawfully exercise their powers in relation to them," the SDT documents state. .
