The Podgorica company "Spencer & Hill" of former basketball player Nikola Peković has submitted a request to the chief state architect for approval of the conceptual design of a future luxury hotel with apartments for the market, which it intends to build on the site of the garage and aqua park of the "Mediteran" hotel complex in Bečići.

The current team manager of the Montenegrin basketball team submitted the request after the mayor Marko Bato Carevic dismissed the chief city architect Ana Samardžić ten days ago. Peković's company, which is the owner of the "Mediterranean" hotel complex, has been waiting for a full year and a half for approval from the city's chief architect, who first refused, and then stopped the procedure for issuing approval.

As the chief state architect took over the responsibility after the chief architect was removed, Peković's company took advantage of the gap until Tsarević appointed Vladan Stevović as acting director.

In January, Samardžić interrupted the process of issuing consent to the conceptual design, because the future condo hotel also encroached on the plot owned by the Municipality, i.e. the stream. Peković's company filed a new request in August of last year, and attached an amended conceptual design, after Samardžić had previously refused to give them consent to the original conceptual design - for three towers of 11 and 15 floors each, which were to be built along the Adriatic highway itself, between "Mediterranean" and "Splendid".

"The matter is in abeyance until the resolution of the previous issue, which is the consent of the municipality of Budva for the use, that is, the right of passage on plots owned by the Municipality of Budva", was announced earlier to "Vijesta" from the Office of the Chief City Architect.

The Secretariat for Legal Protection of the Municipality of Budva explained that it is the right to dispose of municipal property, specifically the stream, and that it is therefore necessary for the Municipal Assembly to declare. In all the previous months, the Assembly did not express itself, nor was the decision ever included in the agenda, and until then Peković's company, which was ready to build a five-star luxury hotel, was waiting for a response from the local administration.

In the request submitted to the chief state architect, it was presented that in another case in Bečići, where the building is also being built next to the stream, the Budva architect gave consent, while for them it was a reason to stop the procedure. With the new conceptual solution, which was in the drawer of Budva's chief architect, and which has now been submitted to the chief state architect, "Spencer & Hill" reduced the dimensions of the future hotel and condo hotel with apartments for the market by a fifth. The new complex includes two buildings, wings A and B, with nine floors each, which are connected in the middle by a glass bridge.

"The definitive realized gross construction area is 30.999 square meters, which is 20 percent less than the plan allowed, which is 38.483 square meters," it says in the conceptual solution.

The hotel is of a high category with five stars. In wing A, hotel rooms and penthouse apartments are provided on the final floor, while in wing B, condos and VIP apartments are provided on the three final floors. The future hotel in wing A on the basement and ground floor levels includes a spacious foyer.

"On the mezzanine level, a business block with conference rooms is planned, along with a restaurant with a terrace. Spa and wellness center with swimming pool is located on the eighth floor. Wing B on the ground floor level includes the kitchen and the main restaurant with swimming pools, while on the mezzanine level next to the apartments, there is also a cafe-bar with a terrace and a garden. On the sixth floor, there is a panoramic cafe-bar with a terrace and a swimming pool," says the conceptual solution.

The total accommodation capacity of the hotel is 238 units with up to 500 beds, with a total garage capacity of 178 parking spaces.

Two and a half years ago, Peković bought "Mediterranean" with land for eight and a half million euros. At the beginning of 2018, his company received consent from Budva's chief architect to reconstruct and add one floor to the "Mediterranean" hotel. The reconstruction has not yet started.

"Mediterran", which is registered with "Spencer & Hill", is managed by the sister company "Spencer & hill team", in which Peković's business partner is the godfather, Pljevljak Duško Šarić, the brother of Darko Šarić, who was wrongfully sentenced in Serbia to 15 years in prison for smuggling 5,7, XNUMX tons of cocaine.

In addition to the hotel, Peković is also the owner of the two most popular discotheques in Montenegro, Budva's "Top Hill" and Kotor's "Maximus", which he also, by his own admission, bought after the company was declared bankrupt.

"Mediterranean" fell in value by 1,3 million euros

Pekovic cannot boast about the business of "Spencer & Hill" because last year the company made a loss of 1,3 million euros. The financial statement states that the total accumulated loss reached two and a half million euros. The value of the property, i.e. the hotel complex, was estimated at 22 million euros and is less by 1,3 million euros, which corresponds to the loss reported by the company at the end of the business year. However, the company that manages the "Mediteran" hotel complex, owned by the godfathers Peković and Šarić, made a profit of 737 thousand euros last year.
