The basic text of the Decision on the preparation of this document is intended to be done within a year from the appointment of the plan manager, and that deadline expired on August 6, 2021. The work is not finished, so the deadline for construction has been extended several times, and with the latest government amendment from December, the deadline for construction was defined for October 1 of this year. It will be interesting to see how other institutions 'Morsko Dobro', 'National Parks' did it and how they submitted their data and vision of development to the line ministry within their competences", said Đurović.

He pointed out that when it comes to the adoption of the PPCG, the last one was eight years late, and this one is already two years late, and that it must be borne in mind that all actions should have been taken from 2019 in order to adopt it in 2020.

"DPS has always used planning documentation as conditioning and pressure on citizens, which was also the case this time. So I don't want to condone the poor efficiency of the previous minister and those responsible for creating the plan, but this must be taken into account. The project holder himself has been chosen several times by various governments and ministries, which probably represents nonsense in the design," Đurović believes.

He pointed out that the PPCG should clearly show which part of the country is intended for the development of the agricultural segment, which part will be the carrier of a renewable energy source (solar power plant), which traffic routes will be the focus of construction, and that the National Sustainable Development Strategy must be implemented until 2030.

Pass four new laws before the PPCG draft

Đurović also believes that it is necessary to replace the existing Law on Spatial Planning and Construction of Buildings with four new ones, which will separately refer to spatial planning, building and legalization of buildings, and the engineering chamber, before preparing the Draft PPCG.

He assessed that the current law represented one of the worst solutions adopted by the Parliament, and that it was full of ambiguities and contradictions.

"That's why one of the ways to rehabilitate that law was to create four laws from it. One of the novelties should be the formation of a Directorate that would deal with the process of legalization, damage and consequences caused by valid laws on spatial planning and building construction. In addition, decisions exempting condos and four- and five-star hotels from utility bills are repealed. It is necessary to form an Agency for the preparation of spatial planning documentation that would coordinate the work of agencies at the local level", stated Đurović.
