Due to the political crisis or insufficient knowledge, the preparation of the new Spatial Plan of Montenegro (PPCG), a document that determines the country's development strategy and its directions, was not approached with sufficient seriousness, and after the consultative hearing on this document, which is planned for Friday, we will see where we stand in at this moment when it comes to its preparation and whether it is necessary to decide on the extension of the deadline.
This is what the deputy of the Democratic Front (DF) told "Vijesti". Dejan Djurovic, on whose initiative the Parliamentary Committee for Tourism, Agriculture, Ecology and Spatial Planning scheduled a consultative hearing on the topic "Situation in the field of spatial planning - preparation of PPCG".
The concept of the new PPCG received a positive opinion from the Audit Council in December and is available to the public for proposals and suggestions until February 6.
The current PPCG expired at the end of 2020. The basic text of the Decision on the preparation of this document is intended to be done within a year from the appointment of the plan manager, and that deadline expired on August 6, 2021. The work is not finished, so the deadline for construction has been extended several times, and with the latest government amendment from December, the deadline for construction was defined for October 1 of this year. Đurović believes that it is almost certainly necessary to extend that deadline.
The committee invited the Minister of Spatial Planning to the hearing Anu Novaković Đurović, Minister of Capital Investments, Finance, Economic Development and Agriculture Ervina Ibrahimović, Aleksandar Damjanović, Goran Đurović i Vladimir Jokovic. The invitation was also sent to the director of JP for the management of marine resources To young Mikiel, to the President of the Board of Directors of Elektroprivreda Milutin Đukanović, manager of PPCG production Svetlana Jovanović and the president of the Council for the revision of planning documents Svetislav Popović.
"The drafting of the PPCG, which is the most important document in our country after the Constitution, is underway. PPCG strategically and planningly defines activities until 2040. I am almost certain that due to the political crisis or insufficient knowledge, the drafting of such an important document was not approached with sufficient seriousness. In fact, this plan determines the development strategy of Montenegro and its directions, not only in the economy, but also traces the future of the country", is Đurović's explanation for this hearing, adding that before the plan was drawn up, it was necessary to conduct a population census as a parameter of target development because with a quality plan, it focuses development even in those areas with a negative birth rate.
Đurović announced that he sent the invitation to the hearing to the ministries in order to compare the strategies within their jurisdiction, that is, to check how they harmonized and implemented sector policies.
"I'm almost certain that it wasn't done the way PPCG deserves it. But I would be happy to be denied. It will be interesting to see how other institutions 'Morsko Dobro', 'National Parks' did it and how they submitted their data and vision of development to the line ministry within their competences", said Đurović.
He pointed out that when it comes to the adoption of the PPCG, the last one was eight years late, and this one is already two years late, and that it must be borne in mind that all actions should have been taken from 2019 in order to adopt it in 2020.
"DPS has always used planning documentation as conditioning and pressure on citizens, which was also the case this time. So I don't want to condone the poor efficiency of the previous minister and those responsible for creating the plan, but this must be taken into account. The project holder himself has been chosen several times by various governments and ministries, which probably represents nonsense in the design," Đurović believes.
He pointed out that the PPCG should clearly show which part of the country is intended for the development of the agricultural segment, which part will be the carrier of a renewable energy source (solar power plant), which traffic routes will be the focus of construction, and that the National Sustainable Development Strategy must be implemented until 2030.
Pass four new laws before the PPCG draft
Đurović also believes that it is necessary to replace the existing Law on Spatial Planning and Construction of Buildings with four new ones, which will separately refer to spatial planning, building and legalization of buildings, and the engineering chamber, before preparing the Draft PPCG.
He assessed that the current law represented one of the worst solutions adopted by the Parliament, and that it was full of ambiguities and contradictions.
"That's why one of the ways to rehabilitate that law was to create four laws from it. One of the novelties should be the formation of a Directorate that would deal with the process of legalization, damage and consequences caused by valid laws on spatial planning and building construction. In addition, decisions exempting condos and four- and five-star hotels from utility bills are repealed. It is necessary to form an Agency for the preparation of spatial planning documentation that would coordinate the work of agencies at the local level", stated Đurović.
