Supreme State Prosecutor Milorad Marković accepted some of the suggestions made by the former workers of "Vektra Boka", while in accordance with the law, he will do whatever is possible.
This was confirmed to "Vijesta" by the president of the Association, Đorđe Rajak, after the meeting of the Association of former workers of "Vektra Boka" and Marković. Former employees planned a meeting with Prime Minister Milojko Spajić, but the meeting was canceled due to the visit of a foreign delegation to Montenegro.
Rajak explained that Marković said that he hoped to be able to help the former workers, and that they could not reveal more than that at the moment.
The members of this Association gathered this morning in front of the building of the Special State Prosecutor's Office (SDT) in Podgorica, in order to support the prosecution after, as they say, these institutions started taking measures to save their deprived labor rights. They demanded that SDT and VDT make a decision on temporary or permanent confiscation of the property of the former HTP "Boka" and block all actions and transactions.
HTP "Boka" was privatized in December 2007 by Dragan Brković's company "Vektra Montenegro", and later the name of the company was changed to "Vektra Boka". Since February 2017, this company has been under the reorganization measures of the Commercial Court. Its account is in a continuous blockade since September 2019, and the current debt due to the blockade is 13,8 million euros. At the beginning of April, the company "Ellena group" from Herceg Novi became the owner of 33 percent of the shares in "Vektra Boka", which it paid 350 thousand Those shares were previously seized from the company "Vektra Investments" due to debt, and the sale on the stock exchange was organized through an auction.
Rajak told "Vijesta" this morning that they are asking to cancel this transaction because "Vektra" investment" owes "Vektra Boka" more than 6.000.000 euros, and that they do not understand on what basis the shares were sold. He explained that the shares were pledged as a lien for the loan and that they could not be realized in this way.
"They had to be sold for as much as they were pledged for, that is, what their value was at that moment or at the third auction, i.e. a maximum of 50 percent should be reduced, but it was sold for nothing. We have nothing against the buyer, but this was done in a cunning and dishonest way. There is the broker "OTP Bank", we don't know who authorized the bailiff for that job, but we ask where the money of "Vektra Boke", i.e. the debt of six million, is," he said.
Rajak claims that the goal of all these actions is the sale of the former hotel "Igalo" in Herceg Novi, but that this cannot happen because it is legally an object of social importance. They repeat that by the decision of the Government, this type of transaction is prohibited, that is, there must be no change in the status of the company. He also announced that today he will have a meeting about this issue in the Government, as well as a meeting with the new VDT Milorad Marković.
Brković's "Vektra Montenegro" as the first-ranked bidder received the state package of HTP "Boke" of 59,4 percent of shares for 22 million euros, with the obligation to invest 50 million euros in the next three years. Before that, Brković with his other company "Vektra investments" bought a share of 33 percent of the shares from Hungarian companies, which, after the purchase of the state package, gives him a total ownership of 92 percent.
After that, there were years of big problems for the company, a large part of the property was pledged for loans, while there were no planned investments. The owner justified himself by disputes with the municipality and the state due to urban plans. A large part of the property of "Boka" has been sold off or seized in the meantime.
Bankruptcy was introduced to the company for the first time in June 2015, at the request of Crnogorska kommercielja banka, but later the reorganization plan was replaced under the measures of the Commercial Court.
Since the introduction of the reorganization under the measures of the Commercial Court, there have been frequent protests by the company's employees who believe that the reorganization plan is not being respected and that the money from the sale of property does not go to them but is taken by the owners of the company for disputed loans, which is why they have submitted several reports to the prosecutor's office.
In January of this year, the SDT filed an indictment against Brković, his sons Boris and Bojan Brković, as well as board member Milić Popović, charging them with prolonged criminal offenses of abuse of authority in the economy and abuse of authority in the economy by aiding and abetting and criminal offenses of money laundering and money laundering by helping.
