"At the session of the Vada of Montenegro from March 28.03.2024, 2023 year the Conclusion giving consent to give the Port of Budva the use of the Municipality of Budva, which returned the Port of Budva to the management of Morski Dobr, was invalidated. The citizens of Budva, the users of the port, as well as the fishermen, were taken aback by this news in the media, because in the previous period a series of meetings were held between the representatives of the MD and the representatives of the Municipality of Budva regarding the takeover of the Port of Budva, which was the desire of the citizens expressed through years of advocacy to realizes. We are aware that a lot has been done by the Municipality of Budva since the signing of the agreement with Morski Dobro in March 18, and onward at the eighth session on August XNUMX last year, a decision was made to approve the decision on amendments to the Statute of DOO Komunalno Budva, which the conditions have been met for the Municipality of Budva to hand over the port to the management of a utility company", the statement of the group of citizens and fishermen states.
They remind that a decision was made to conclude an Agreement to regulate the rights and obligations between the Municipality of Budva and "Dukley Marina" DOO Budva.
"Along with all the aforementioned decisions adopted by the Municipality of Budva, JP 'Morsko dobro' does not undertake anything regarding the implementation of the request sent on February 9, 2023 to the business association 'Dukey Marina', where they are ordered to hand over part of the marine property ie Port of Budva in accordance with the conclusion of the Government of June 11, 2021, which repealed the decision of the Government of Montenegro of April 10, 2017. The above-mentioned Government Conclusion of 2021 stated that the temporary agreement on the use of marine assets from 2017 ceased to be valid, as and accompanying annexes I and II of the temporary contract concluded in 2018 and 2019, which implies that the former lessee of the port is illegally carrying out economic activities in full view of all state institutions. In view of all the above facts, we, the citizens of Budva and the fishermen, ask the director of the Maritime Dobr to publicly announce the date of the takeover of the Port of Budva by the Maritime Dobr, referring to the statement to the media from March 29, where the director of the Maritime Dobr announced that the Port of Budva in in safe hands and that the citizens have no reason to worry", they emphasize in the statement and add: "we inform you that the former tenant of the port is daily demanding the payment of funds to settle the annual price of the lease of the communal connection, calling the users of the port by phone with not at all pleasant conversations and threats to take away the communal connection In a press release dated April 25, the director of Morsko dobro called on citizens not to pay the rent of communal moorings to the former user of Dukley Marina, and in the case of claims, to report it to Morsko dobro cared about protecting the interests of the citizens and fulfilled everything stated in its own announcements. As citizens and users of the port, we appeal to the Director of Maritime Affairs regarding the operation and organization of the port that it is necessary to organize the operational part of the port, which is also an obligation under the Law on Ports, the docking place for tourist ships that are registered for the transport of passengers, the mooring place for all registered commercial vessels fishermen, a place for the first landing of fish, loading and unloading of fishing tools, as well as securing an additional number of communal moorings", they point out in the announcement.
According to them, a place for the sale of fish with all sanitary and technical conditions should be organized within the port.
"We also want to inform the director of the MD about the condition of the local mooring in Petrovac and their problems, which have been evident since the mooring was leased by the MD. We suggest that in the planning of further business activities by the MD, the local mooring in Petrovac is treated as the Port of Budva and excluded from future leasing plans. the old practice of protecting the interests of the lessee of the port continues, and the public is given extended information that the time has come for the port to be returned to the citizens. We ask a public question, why the director Mladen Mikijelj sent a letter to the Government to terminate the agreement on the takeover of the Port of Budva by the Municipality of Budva, and what interests led to the return of the port, which belongs to all the citizens of Budva, to the management of the Government's public enterprise. Every citizen of Budva knows that the issue of the port is brought up to date with each new election cycle and that it is used for pre-election purposes, and we ask that this practice finally be stopped. We only want the Port of Budva to be returned to the Municipality of Budva, in order to rule out the possibility that tomorrow the Government will again make a decision to assign this resource of the city to a new tenant", the announcement concludes.
