He assessed that the proposal of the Law is contrary to the interests of the citizens, the local population, i.e. contrary to the provisions of the European Charter on Local Self-Government adopted in Strasbourg on October 15, 1985, which the Parliament of Montenegro ratified with the Law on Confirmation of the European Charter on Local Self-Government 29 July 2008.
