By the time Milojko Spajić's government was formed, two-thirds of the interim benchmarks within the Interim Benchmarks Fulfillment Report (IBAR) had been mostly met - mostly as a result of the work of the 42nd and 43rd Governments, announced the President of Montenegro Jakov Milatović.
