The President of the Municipality of Andrijevica Željko Ćulafić (SNP) submitted to the Board of Commissioners a proposal to adopt the budget and other decisions of importance for local self-government, and he does not expect that his dismissal will come, if all the proposals are adopted.
The Board of Commissioners told "Vijesti" that they sent a letter to Ćulafić in which they informed him that the Board had been constituted, and that he could submit material proposals through the Assembly service, in accordance with his competences.
"In accordance with the submitted proposals of the municipal president, who is the proposer of the Budget Decision and other decisions, the dynamics of the work of the Board of Commissioners will be defined", announced the Board of Commissioners.
Ćulafić told the News that he proposed to the Board of Commissioners to adopt the seven most urgent points, among which is the municipal budget for this year, which is projected at 3 million euros.
"In order for the municipality to function, it must be unblocked. You have money that you cannot use, you can only use one twelfth (per month)", said Ćulafić.
The Board of Trustees, appointed by the Government, will perform the function of the Municipal Assembly in Andrijevica until its new constitution, after the elections scheduled for June 2.
Ćulafić proposed to the Board of Commissioners to adopt the Decision on giving consent to the Decision on the appointment of the director of Doo "Vodovod i kanalizacija" Andrijevica, the decision on determining the number of councilors to be elected in the Assembly of the Municipality of Andrijevica, as well as the Decision on amending the Decision on the appointment of the Municipal Election Commission ( MEC).
He proposed to the Board to adopt the decision on the amendment of the Decision on real estate tax, the decision on the Final Account of the Municipality's budget for the last year and the decision on the fees for the use of municipal roads in the territory of Andrijevica Municipality.
Answering the question of Vijesta whether he expects the Board of Commissioners to remove him from that position, he said that he believes that the Board of Commissioners came in to establish the proper functioning of local self-government.
In that direction, as he said, there will be a lot of proposals and initiatives from him and his office, in order to resolve the political situation.
He said that if they adopt all the necessary decisions that are awaiting adoption and that were a ballast for the proper functioning of local self-government, they have all fulfilled their obligations and purpose.
"If, after all the initiatives have been undertaken, proposals are adopted that are in the interest of the local community, I have no doubt that there will be no room to consider the issue of dismissal", said Ćulafić.
The Board of Commissioners did not respond to the question of whether Ćulafić will be dismissed at the next session.
They announced that the Board held a constitutive session where the Rules of Procedure were adopted, as well as decisions on the election of the President and Vice President of the Board.
"What we want to emphasize is that the Board will work efficiently, in accordance with positive legal regulations, with the aim of creating all the preconditions for the realization of the function of the Municipal Assembly of Andrijevica and the implementation of the election process, in the interest of the local population", announced the Board of Commissioners.
After several months of political crisis, the Government of Montenegro made a decision on the dissolution of the Andrijevica Municipal Assembly at the session held on March 28. At the same session, the Board of Trustees was appointed, which will replace the function of the Municipal Assembly of Andrijevica until its new constitution.
Compulsory administration was introduced in the municipality, because they ignored the requests of the Ministry for the local parliament to vote on the dismissal of Ćulafić, the president of the Municipal Assembly Mladen Đukić (Democrats) and to adopt a strategic plan for the development of the Municipality within the stipulated period.
For over half a year, a group of citizens who support the local government prevented the holding of sessions where the leaders of the municipality were supposed to be replaced, which was requested by the opposition, led by DPS.
The Government appointed to the Committee of Commissioners for Andrijevica the representatives of the Ministry of Public Administration (MJU) Nina Blažić and Senad Crnovršanina, the representative of the Ministry of Finance Bojan Paunović, the representative of the Ministry of Economic Development Ljilja Belada, the representative of the General Secretariat of the Government Ljubica Radović and the citizens of the Municipality of Andrijevica Milorad Mojašević and Dragan Pešić.
