The general revolt of many citizens, raised tensions and the support of the newly elected leaders of the Municipality of Tivat to the demands of the residents of Krtol, marked the attempt to hold a central public discussion on the draft changes in Tivat, under the direction of the Ministry of Sustainable Looms and Tourism and the outgoing local leadership DPS-SD-HGI group. and supplement to the State Study of the Ocalation "Part of Sector 27 and Sector 28".
Due to the strong opposition of the citizens to start the discussion at all and their persistent demands that the entire process of drafting and supplementing this controversial state planning document that treats the entire stretch of the coast of Krtol in the Tivat Bay, its organizer, the secretary of the Municipality of Tivat for spatial planning Marko Petričević (DPS ) and Nikola Jović from MORT, stated that "the public debate is interrupted".
"The debate is adjourned. I hope that the new majority will come out with a new vision and that they will have their own plan on how to regulate the issue of space planning on this part of the coast of the municipality of Tivat." - said Petričević, after half an hour had passed in a very tense atmosphere in which the people of Tivat, especially the inhabitants of Krtol, expressed their revolt at the way in which the previous state and local authorities in Tivat, led by DPS, planned and "valorized" the most valuable space of that city - its sea coast.
There were so many gathered citizens that not all of them could even enter the large, multimedia hall of the Municipality of Tivat, which is why they accused the organizers of the public hearing of violating the NKT measures and faking the process of public participation because many citizens will not even be in a situation to say what they think about planning document that treats their property and heritage.
Emphasizing that the draft of amendments and additions to this DSL is drastically different from the current and valid planning document made ten years ago, Vasko Ivošević said that the entire process of creating the draft was non-transparent and that only at the very end, an attempt was made to simulate the participation of the local public through this round table.
"Everything was done extremely non-transparently. The citizens did not have the opportunity to be aware of this from the beginning, and the changes to the DSL were made "dotted" for the interests of individual investors, while the interests of the local population and ordinary citizens were threatened. In the area of Krickovina alone, you abolished 86 urban plots owned by local people, in order to leave a green zone around his property to a Russian who built a magnificent villa there. It is unimaginable the abuse of the marine water area that you foresee for the rich because you have planned as many as three large anchorages for yachts in the sea in front of the Bogišić Coast and the Đurašević Coast. This is all against the interests of the resident population, which is why this entire procedure should be annulled and returned to the beginning." - said Ivošević, which was met with thunderous applause.
In the same way, they welcomed the presentation of the newly elected president of SO Tivat, Andrije Petković (Bokeški Forum), who said that "what MORT is doing to the entire coast of Boke is a crime like no occupier who has ever come to Boke".
"The new parliamentary majority in Tivat, which is made up of three civic lists with the support of the SDP, will ask the new parliamentary majority in the state parliament and the new Government for urgent changes to the criminally bad Law on Spatial Planning and Building Construction, which until now allowed you to do this from our coast and our city. The new government in Tivat will certainly not allow you to do that anymore," Petković underlined.
Member of the People Wins list and president of the Municipal Council Krtoli Savo Klakor informed the audience of the conclusions of the Assembly of Citizens and the Municipal Council held the night before, which concluded that the changes and additions to the DSL were made "for the needs and interests of tycoons, not the local population", that the coast is being hijacked from the locals and that they will not agree to it.
"We decisively ask MORT and the working group for the preparation of this planning document to return this whole process to the beginning and ensure adequate participation of the local community in it. It is up to you to show whether you will respect the interests of the citizens who pay you, or the tycoons and some government members who are obviously close to them, who are pushing this like this," Klakor told the representatives of the outgoing Tivat government and MORT.
Ivan Starčević (NP) pointed out that the coast of Tivat and Boka has been destroyed for almost 30 years and that the draft amendments to the DSL for the Krtol coast "is a document that cannot be repaired, but needs to be redone".
Planners paid three times as much money to cater to the interests of the rich?
In 27, the draft amendment and addition to the DSL "Part of Sector 28 and Sector 2018" was commissioned by the Government of Prime Minister Duško Marković (DPS), and was created by a work team under the leadership of architect Ksenia Vukmanović.
The changes and additions to the DSL include the entire stretch of coast from the protected Solila nature reserve in the southeast to the border with the settlement of Krašići in the west, and include the drawing of a new tourist complex on the site of the old brick factory, the settlement structure, the built coast with piers and the tourist complex Krickovina, in the surface of the land part of 53,74 ha and the catchment area in the sea 76.12 ha.
This work was supposed to be completed within five months, and the government allocated 5.000 euros for it, but however, the draft amendments to the DSL were completed only in August of this year, and in the meantime, the amount for its preparation was increased to as much as 15.900 euros and partially changed program assignment to authors.
In addition to other things, the planners planned a new tourist-hotel complex on parts of the hitherto undeveloped coast near the old brick factory, and they did the same on Krickovina where, among other things, they provided space for a "new tourist offer - glamping" in bungalows near the coast.
They also increased the dimensions of the hotel complex "La Perla" on Kaluđerovina, planned the construction of a lungo mare path along this entire part of the coast, and numerous locations for the establishment of "moorings, piers and pontoon swimming pools" on the natural rocky coast.
It is particularly striking that none of the numerous huge buildings here on the very foam of the sea, whose dimensions exceed the limits set by the valid plan, were not planned by the authors of the amendments to the DSL for removal, but for the legalization of 17 of them, i.e. "reconstruction by removing individual parts of the building" in the case of all other huge buildings that are not planned.
According to the solution proposed by the team of architect Vukmanović, with the current 23.955 square meters under buildings and their total gross built-up area of 58.710 square meters, as many as 81.139 square meters of land would remain under buildings in the new DSL, and a total of 171.055 square meters of buildings could be built.
The locals were particularly upset by the planner's intention to draw as many as three large anchorages for yachts in the sea in front of this part of the Krtol coast, where as many as 42 ships, from 12 to 100 meters in length, could be anchored at the same time.
