At the last session, the government of Prime Minister Zdravko Krivokapić rejected the proposal of the Minister of Ecology, Spatial Planning and Urbanism Ratko Mitrović to appoint Mirjana Nikolić as the head of the team for the development of the Spatial Plan of Montenegro (PPCG) and reappointed Svetlana Jovanović, who was the solution of the former government.

"I made a proposal and it is up to the Government to decide by majority, and I would not comment on what the Prime Minister says now," said Mitrović, while Bojović said that with this move the Government violated the law which defined that the manager is elected on the recommendation of the ministry.

Bojović said that they proposed compensation of 350.000 euros for Nikolić, while the government awarded Jovanović 500.000 euros.

When the new law on planning and construction of buildings will be adopted, the new PPCG and General Regulation Plan (PGR) representatives of the ministry have no clear answer.

"Where are we now and when will these documents be adopted. I asked the same question four months ago at parliamentary questions, and so far we have not made any progress on this issue. Now we are in a vacuum space that creates problems for municipalities with their plans. And the representative of Democratic Montenegro, Dragan Krapović, insisted on an answer to the question of when these important documents will be adopted.

Mitrović said that the PPCG is the most important document after the Constitution and that it cannot be rushed, and that they are now working on spatial and urban plans for municipalities.

He said that in order to prepare PPCG, it is necessary to complete data, such as the population census, and that all these are prerequisites for a quality document.

Bojović said that they planned to establish an Institute for Urban Planning that would work for the PPCG and that the Ministry of Finance first told them that they had to wait for the adoption of the budget for that decision, so that after that the Government would ask for a study on the justification of establishing the Institute, which is currently being drafted.

"I hope that the Government will have mercy on doing this," said Bojović.

The former government started the development of PPCG and PGR and determined the bearers for those projects, but the new leadership of the ministry, after conducting an analysis, determined that the contractual obligations were not respected, so it terminated the contracts with Jovanović and Ksenija Vukmanović, who was the bearer for the preparation of the PGR.

Bozena Jelušić, MP of the Citizens' Movement URA, said that the establishment of the new Institute for Urban Planning was the reason for the hearing that was orchestrated by that party, and that the Institute cannot be established before the adoption of the law.

"Only on the basis of the law is it possible to work on PPCG and other documents, and that is the natural order for sustainable management of space. To date, even state guidelines for the development of architecture, which are the basic document for the work of a state architect, have not been adopted, and urban planning inspectors are not able to cover the entire space "The largest number of illegal buildings has not been legalized. In short, there is chaos in the management of the protoprom of Montenegro," Jelušić said.

Predrag Sekulić, deputy of the Democratic Party of Socialists (DPS), said that the government has violated the law several times, not only this one when it did not respect the minister's decision on who to appoint as the head of the PPCG team.

"It is clear that this government does not have a concept of spatial planning development, that there is a conflict in the government, that there is no new draft law..." Sekulić pointed out.

Member of the Albanian minority Genci Nimanbegu said that the parliament did not receive any documents from this department, which is bad, and that it is not clear why some local studies done by the former government are accepted and others are not.

"That study contradicts the Spatial Plan of Nikšić and the GUR of Nikšić, where greenery and a protective belt are planned for that location. Several buildings were built there, and magnificent buildings were made from one smaller private house. In that local study, no rampart was planned which was built around this villa and which was built on the route of the future Trebinje-Nikšić-Čapljina railway line. Also in this local study there is a special purpose greenery that is in contrast to the planned greenery of the protective belt of the spatial urban plan. I hope that this local study will not receive a positive opinion when it comes to the ministry," said Đurović.

He said that this magnificent house does not belong to anyone and that its owner is the same one who also owns the house in the village of Gorica in Podgorica whose ownership is unknown.
