"The promenade represents a move that combines the cultural and historical heritage of the Old Town of Budva and the urban territory of the Budva shell, and the goal of the entire project is to create conditions for the development of a new urban identity of the city. The 'Budva shell'... is a joint project of the Municipality of Budva, JP 'Morsko dobro' and the state," said Božović at the time.

He assessed that the announcement of the international tender marks the beginning of the realization of one of the largest capital projects:

"It is a dream that we have all dreamed for a long time, which the majority in Budva still do not believe is possible to achieve. This is something that completely changes the image of the entire city, its possibilities in the development of tourist potential. This is a capital project for the Municipality of Budva and it is very important to us that as many architectural solutions and architects as possible apply because this is an international competition. We provided a large prize pool of as much as 223.000 euros...".

He explained that the construction of marinas in Budva and Rafailovići was overlooked, and in the third phase, the connection of the city with Jaza, Bečići, Sveti Stefan:
