Carcinogenic asbestos material, removed from the roof of part of the Clinical and Hospital Center (KBC) Berana during the reconstruction of that health facility, was disposed of and then set on fire practically in the center of the city.
She recently reported the case to the police Danojla Raičević, who told "Vijesta" that asbestos had been burning for days and that the workers did not know how to handle the carcinogenic substance.
The fact that asbestos was deposited from the roof of KBC Berane 50 meters from the municipal building by the company "Tehnogradnja" from Pljevlje also follows from the inspection, the statements of KBC Berane and the company "Komunalno" Berane.
Raičević is reporting to the police against the Municipality of Berana, the Minister of Ecology Ana Novaković Đurović, the NGO that coordinates the disposal of toxic waste and the company that is in charge of the disposal of toxic waste according to the contract, stated that hazardous medical asbestos waste is disposed of in an illegal manner at the mentioned location.
"Asbestos material from the former infectious department of Berane General Hospital has been being dumped for several days at a location on the left side of Lim, in the immediate vicinity of the Berane municipality," Raičević said in her report to the police, requesting an immediate response from the competent authorities.
OB Berena announced that it has forwarded the case to the state prosecutor Jadranka Mićović.
Environmental inspector Sejdo Djukic after the inspection of the company "Tehnogradnja", which handled the construction waste "generated during the reconstruction of the building for neurology and the infectious department", the report states that the reconstruction is carried out based on the consent of the state architect and the application built in December last year.
"On the roof of the Hospital building, among other things, the reconstruction of the roof with the removal of the old covering (roof covering made of corrugated asbestos concrete) in an area of 690 square meters is planned."
On the day of the inspection, it was noted that work was in progress and that the roof had been removed.
"Asbestos-concrete corrugated sheets were deposited at a location next to Lim near Softić's house, in the immediate vicinity of the city center at about 500 meters," Đukić concluded in the minutes of the inspection.
Site manager Milenko Sljukic, who was present during the inspection, said that he was not aware of the fact that it was hazardous waste, considering the fact that the Pljeval Waterworks uses asbestos pipes...
Asbestos was massively used in construction during the 20th century, but developed countries stopped this practice a long time ago because it was found to be carcinogenic, i.e. potentially dangerous to human health...
During a tour of the temporary landfill, in the presence of Šljukić, it was established that the disposal of asbestos salonite was carried out at that location, but that the material was moved with a construction machine.
Đukić visited KBC Berane and in the minutes taken to establish the factual situation and take measures to eliminate irregularities, he stated that after visiting the site, he determined that a certain amount of asbestos covering (asbestos-concrete boards) had been deposited. He stated that there are visible traces of the work of the construction machine on clearing the plateau. Based on the traces and remains of the material, it was established that these were broken asbestos sheets.
Director of KBC Berane Milorad Magdilinić he stated that he did not know where the asbestos sheets from the roof of the building, which was once used as a department for neurology and a department for infectious diseases, were disposed of. He explained that, after the tender, the contract for the works was concluded by the Directorate for Capital Projects and the contractor.
Magdalinić also stated that he did not know where the asbestos-concrete slabs were deposited, because the complete technical documentation is with the Capital Works Administration, and one copy is with the contractor.
He also said that he believes that the situation regarding the problem is unclear because asbestos concrete pipes are used in the Berane Waterworks for the transport of drinking water, and that a significant part of the buildings in Berane is covered with asbestos concrete slabs - salonite. He also stated that it is even more strange that they can still be bought at construction material depots today.
The director noted that in accordance with the accepted offer, the contractor's obligation was to dispose of the roof covering at the appropriate landfill, and that he was not aware of where that waste was deposited.
Who removed the slabs from the landfill
An inspection at the takeover of "Komunalno" Berana found that on July 30, there was rubble waste at the site, as well as a certain amount of asbestos-concrete corrugated sheets. It was also stated that in the background, parts of broken slabs of salonite, which had been deposited there in the previous days, are also visible.
"A day later, I noted that the asbestos corrugated sheets were removed from the place where they were the previous day, and the field was leveled with machines," states Đukić in the report on the inspection preview of "Komunalno".
The director of the company, Milan Lekić, stated that the location in question has been used for the disposal of construction waste, which, in addition to "Communal", is also disposed of by other parties. He pointed out that "Komunalno" maintains the site, but that the company did not dispose of the saltite and that it was not found during the leveling works.
