Mirović paid off the utilities, the receipts disappeared

Slobodan Mirović claims that he cannot sell the house because a lien has been registered due to non-payment, although he has all the evidence that, apart from the handball club, he paid the money into the account of the local administration, which was then blocked for the salaries of workers, certain companies, organizations, with with the obligation to reduce his utilities

On April 20, 2012 in Budva, Mr Slobodan Mirović from Bečići, as an investor, handed over part of the compensation for the communal equipment of construction land in Bečići to the president of the Handball Club Budva Riviera in the amount of 20.000 euros, with the obligation to compensate the said amounts with the Municipality of Budva based on the claim of this club against the Municipality of Budva

This is written in the receipt that "Vijesti" had access to, certified by a notary, and which magically disappeared from the municipal archive, which is why Mirović is now unable to pay off the debt for utilities necessary to remove the burden from his house, which is entered in the cadastre by the Municipality.

Mirović, an 89-year-old man from Budva, who worked for many years in Sweden, from where he invested all his capital in Montenegro, is today unsuccessfully trying to prove to the Municipality of Budva that at that time, apart from the handball club, he was paying money, as he was told then because the account of the local administration was also blocked for the salaries of workers, certain companies, organizations, with the obligation to reduce utilities.

Mirović states that he had some 30 euros left in order to pay off the entire debt to the utilities, because he intends to sell the house. However, when he came to settle the remaining debt, at the same time, to submit receipts for the part that is assignments and cessions, as suggested to him ten years ago, he was told in the Municipality that most of the documents were missing.

He concluded the debt assumption contracts at a time when the city was managed by DPS, and when Budva was in financial collapse.

"Back in 1957, my late father bought a plot of land of about 800 square meters in the Borete settlement. The land was registered to the sons of Slobodan i Spira. In 1967, I left for temporary work in Sweden, took out a loan from Zagrebačka banka, and then we built a semi-detached house. A new urban plan for Bečići was adopted by the Municipality of Budva in 2011, when my brother and I decided to demolish the house and build two separate ones. When obtaining construction papers, I found out that part of the land was registered with the Municipality. In the cadastre, without my knowledge, without a date or anyone to report, they took away and marked a new plot. A road was built on that plot. I spoke to the president of the municipality, and they told me to prove in court that the land is mine, and that the value will be taken from me by the utilities," wrote Mirović in the request he now sent to the municipality, and which he also submitted to the "Vijesti" editorial office. .

Mirović points out that the Basic Court of Kotor ruled in his favor and obliged the Municipality of Budva to pay him 600 euros per square meter.

"They estimate that my salary per square meter is 600 euros, which is the same amount as the former president's land on Košljun, which is much further away from the sea than mine. However, I did not complain, but the Municipality of Budva did, and now the dispute is before the Constitutional Court. If it is decided in favor of, I can freely say, a thief from the Municipality of Budva, I will appeal to the International Court in Strasbourg. I am 89 years old, so you can see when and what I will get", Mirović said.

He states that he studied law and went out into the world at the age of three.

"I worked, created, educated my children in Yugoslavia and in the end, my most beautiful country in the world, which I love and for which I would always give my life, this is how the people who lead it give me back. When I signed the contract on the compensation for the communal equipment of the construction land, over the amount I gave then, a decade ago, I still had to pay 71.857 euros. The then President of the Municipality Lazar Radjenovic and the secretaries with whom I signed the contract, advised me that they would deduct the sum determined by the Court in Kotor from my utility debt. The government is changing, the court's verdict is not being implemented, they are complaining and I am losing what little trust I have in the institutions of the system and the rule of law in my homeland. At the time when I signed the contract, the Municipality's account was blocked, so I was often called from the Municipality asking if I could pay the money I intended to pay for utilities to individuals for salaries. Then Rađenović and the secretary called me Ivan Dajkovic who asked me if, among other things, I could pay 20 euros for Budva sports. Of course I did and we signed it at the notary's office," Mirović recalls.

He states that the Municipality was obliged to "bring" electricity and water to his plot for which he received a building permit.

"And then they again advised me to find a reputable company that will do the work, because I have to wait for the Municipality, who knows when they would do it for me. That I pay for their engagement, and that it will also be deducted from my utility debt. That's what I did. I found contractors. The company that supplied the water informed the Municipality that it had done its part, while the company that supplied the electricity did not inform the utility service. We have confirmations from both companies. I only know that I informed the authorities in the Municipality. We have confirmations that I paid for it," stated Mirović in a letter to the Municipality.

He demands from the Municipality to accept the documents in his possession, receipts, confirmations of payments.

"I don't have the right to comment and investigate the work of the municipal authorities at the time, but I remember that when an employee of the Municipality asked me personally to pay him his salary in the same way that I paid the handball club and other organizations, I did so. To this day, that man still greets me when we meet on the street. It is an officer of your administration. So please accept the certified papers that I have, accept the reality. If you suspect an irregularity, resolve it with the help of the competent institutions. I am a citizen who invested every crown earned in Sweden in my homeland, educated my children in Montenegro, where your leaders educated their children. I was robbed by my country through the courts in Kotor and Cetinje, they turned on me, they took away an apartment with guns, a lawyer grabbed me by the throat, the members of the Court robbed me of the land", concludes Mirović's letter to the Municipality of Budva.

"The Municipality of Budva told the news that they are familiar with Mirović's case, and that they advised him that if he believes that his rights have been violated and if he believes that he has been harmed in any way, he should contact the competent state institutions.

They also state that it is impossible to comply with Mirović's request, because there is no legal possibility for it.
