The construction inspection of the Ministry of Ecology, Spatial Planning and Urbanism, which came to demolish the illegally erected bungalows of Dragomir Minic on the shore of Kapetano Lake, gave up on the demolition after Minic proposed to dismantle it himself.

The construction inspection will supervise the works and perform control, and further procedures will be in accordance with the law.

Minic believes that with the election of a new government, they will receive the necessary permits so that next summer the bungalows will be returned to their place from where they will be removed.

"We didn't have permits for them, but in March I asked the ministry to buy land, and they still haven't answered me. Since I already had purchased buildings, I had to put them somewhere. The problem is not that we will remove them, but that you have others around me bungalows that no one removes. It seems that it is important to remove only mine and my sons' bungalows, who moved here to engage in tourism and agriculture, to inherit what I have been doing for 25 years," said Minic.

He and his sons were supported by friends and neighbors, and some of them are in the same situation as Minić, so they expect that their buildings will also be demolished.

At the fifth kilometer from the Captain's Lake, they set up stone barricades and a large number of cars were parked in order to prevent machinery from reaching Minič's bungalows, which they succeeded in doing.

After Minic suggested to the building inspectors that he would carry out the dismantling himself, the machines were returned.

"These people who came primarily to support me, and then to defend their own. I do not trust these authorities of ours and I think that these people will be betrayed and that they will demolish their buildings, even though they have a promise that they will not demolish them," said Minic. .

He points out that in the demolition decision it is written that he placed the buildings on someone else's land.

"It is not written on the land of the state of Montenegro, which I respect, but on someone else's land. I made a little joke and asked whose I am. We did not come here to steal from anyone. We have been coming here for centuries, I was born here and I have been here all my life he spent his life. There is a shack under a board, the oldest shack in this katun, and a man wants to rebuild it. They said he can't do it because he won't buy the land, otherwise they will tear it down for him. Is that fair?", he asked is Minic.

However, he is convinced that better days are coming for him with the new government.

"I have already found a man who will come with a crane to put them there, and I hope that during that time I will receive some other solution from the ministry, because thank God those who are in power now, these tycoons, I think they will go, so normal people will come who will think for the people. I think that the next time you come, the bungalows will be in the same place," he said.

Among those who came to support Minic was Dobrivoje Radmanović, the owner of two buildings on the shore of Kapetano Lake, who expects that his buildings will suffer the same fate as Minic's bungalows.

"They handed me a decision, but I appealed. There are two appeals in progress - they didn't answer the first one, the second one is in progress. I need 20 days to move the deadline, and considering my health problems, I can't do it at all, the only thing is to postpone it and wait for spring so I can do something", says Radmanović.

He points out that he built the buildings, the construction of which he started two years ago, on the old site.

"I put the roof on this year and no one came to me until the last moment, when I received a warning for further teaching. It is made of stone and wood, which according to their story is suitable for mountain terrain. I took pictures of everything, did the elaboration and everything that was needed and submitted to the Municipality of Kolašin. It was put into consideration, legalization was 'fallen into' and it was started. Later, I received a decision to suspend legalization until the master plan of Montenegro or the Municipality of Kolašin. Also, the chief inspector is instructed to suspend any demolition to that master plan," says Radmanović.

Although the voice of environmental activists is increasingly heard that wild construction has destroyed one of the most beautiful jewels of Montenegro, Radmanović believes that Kapetan's Lake was not devastated by wild construction.

"It's not, because it's made by the person whose ancestors are there, looking at the rights of the ancients. We've been here since before the First World War, when this area was inhabited by our ancestors. I think it should belong to the people of Veljedubo, that they protect it, because that ecology will be better than they predict. But it seems that at least we are staying. They are asking me for a building permit, and in order to have a permit, I need to have asphalt in front of the house, lighting, electricity, water supply, sewerage, nodes... We don't have any of that, and then they come to demolish it selectively," believes Radmanović.

Last year, the Municipality of Nikšić asphalted about six kilometers of road from Bar Bojović to Kapetan's lake, which caused controversy in the public. While the locals who live on the Captain's Lake welcomed the move, pointing out that it will make it easier for them and tourists to come, ecologists pointed out that asphalting about 200 meters of the road around the lake will contribute to its devastation.

"That road is a golden ribbon. Is there anything more beautiful than when you see how many families from Nikšić with children can now come to the lake to enjoy themselves", Minic believes.
