The company "Mia investments", which brings together Turkish businessmen, continued the construction of the future hotel-apartment complex "Riviera Montenegro Hotel & Residences" in front of the halls of the Adriatic Fair.
This was confirmed to the "News" by that company, after the urban and construction inspection of the Ministry of Spatial Planning, Urbanism and State Property sealed their construction site in mid-December.
"News" are on the eve of the New Year from the department headed by the minister Janko Odović submitted answers, but without specific details, which irregularities were found by the inspection, and which measures and penalties were taken.
"In relation to the submitted inquiry to the urban planning and construction inspection regarding the ban on the execution of works by the investor "Mia Investments" in Budva, we inform you that the inspection procedure is ongoing, where the last on-site inspection on December 8 of last year determined the factual situation, undertaken appropriate measures and actions provided for by law. In the further procedure, evaluating all the evidence in the examination procedure of the inspection supervision, the urban planning and construction inspection will take further measures and actions in accordance with the authorizations, about which the public will be informed. In relation to the status of measures taken and irregularities found in the procedure of inspection supervision of the construction of the investor d.o.o. facility. "Mia investments", and in relation to the previously submitted response of the inspector, we inform you that in the meantime, the subject of supervision, in accordance with Article 111 of the Law on Administrative Procedure, has submitted a statement to the minutes about the established factual situation, where the inspector is now in the further procedure of evaluating the evidence, considering it, applying the principle of truth and legality for the purpose of further conducting the procedure, the public will be informed about the result of the investigation procedure in a timely manner", the answer states.
The construction of towers on the plot owned by the company "Safiro Beach" has been opposed for three years by the Municipality of Budva, i.e. its Secretariat for Property Protection, which 20 days ago called on Minister Odović to protect the interests of the tourism metropolis.
The municipality has not yet received an answer from Odović.
Meanwhile, the Turkish company sold several dozen apartments in the future luxury complex.
From the former Ministry of Ecology, Spatial Planning and Urbanism, which she managed Ana Novaković Đurović, "Vijesti" was officially informed in July of last year that the construction application of the company "Mia investments" is valid.
The Municipal Secretariat submitted to the construction inspection the judgment of the Administrative Court, which annulled the decision on granting consent to the conceptual design of the future complex, and that, therefore, they consider that the submitted construction application cannot remain in force. It was stated that utilities are not regulated for the building either.
The company previously submitted documents to "Vijesta" that the fee for communal equipment of the mixed model hotel did not exist until August 2020, and only after that was the regulation passed that it should be charged. They submitted the application in May of that year.
In August 2018, the Podgorica company "Safiro beach resort", the owner of an attractive plot of land, the only undeveloped one next to the Slovenska beach itself, and "Mia investmnets" concluded an agreement on the joint construction of the "Mia Budva" complex.
The Administrative Court scheduled a hearing on the complaint of the Municipality
The Municipality of Budva, i.e. its Secretariat for Property Protection, initiated a procedure before the Administrative Court to annul the decision of the Ministry of Sustainable Development and Tourism, Directorate of the Chief State Architect dated March 18, 2022, which approved the preliminary decision for the construction of the towers.
As "Vijesti" was told, the Administrative Court scheduled a hearing on January 15, to which the Municipality was invited to make a statement regarding the lawsuit it filed.
Turkish businessmen have been waiting for years to get permission from the relevant ministry. "Mia investments" first received approval on December 25, 2019 for the conceptual design of the hotel, which was then named "Mia Budva". At that time, this government department was coordinated by the then Prime Minister Duško Marković.
Marković's office previously overruled the decision of the then chief architect of Budva, who refused to approve the construction, considering that the appearance of the future complex deviates from the Mediterranean look.
Then there is a reversal, the Administrative Court approves the appeal of the Municipality and overturns the agreement and returns it to the Chief State Architect for a new decision, who approves the conceptual solution. The project was approved by the Directorate of the Chief State Architect, which was then managed by Mirko Žižić, and the green light for construction was given.
