The Council of Radio Television of Montenegro (RTCG) is abusing its role, making decisions in favor of the management, and to the detriment of the employees, it was reported from the RTCG Employees' Union.
They said that the RTCG Council organized an electronic session on April 15 in order to, among other things, adopt the Rulebook for solving housing issues of RTCG employees, the RTCG Code of Ethics and the Amendment to the Systematization of RTCG Jobs.
They pointed out that these are the most important issues for employees in the last 10 years, so it is surprising that the Council session was organized via ZOOM, like during the corona.
"For more than a year, the Commission for Drafting the Rulebook for Addressing the Housing Needs of RTCG Workers harmonized that document. When a model was reached that was acceptable to both unions and management, amendments to the Rulebook were sent to the Council for adoption. According to the RTCG Portal, the president Veselin Drljević suggested to the other members of the Council to consider before the vote whether they would allow the coefficients of the complexity of the work to be multiplied by 2, and not by 1,5 as stated in the agreed text for amending the Rulebook adopted their own Rulebook. Employees with a higher coefficient are given priority in scoring for apartments compared to other workers.
"Regarding the new Code of Ethics, the Council adopted the proposed one. And how? About 30 days ago, at a working meeting with Council President Veselin Drljević, there was a member of another trade union, a representative of the Council and a lawyer from RTCG. They "spontaneously" decided to form a commission for drafting This was the explanation given by Council President Veselin Drobnjak to Jadranka Drobnjak, when she asked him why the RTCG Employees' Union did not have a representative in that Commission, yes end quickly, and that the RTCG Employees' Union will receive a proposal to which they can lodge an objection. One of the objections of the RTCG Employees' Union was that the Ethics Committee cannot have two members each of the Council and the management, and in front of the RTCG Employees' Union, who number of 300 members, there will be only one. At the electronic session of the Council, as reported by Portal RTCG, member Milica Špajak welcomed the formation of the Ethics Committee and said that she did not consider 7 members of the Committee to be a large number. "It is obvious that the members of the Council did not even read the complaints of the RTCG Employees' Union," the press release states.
They pointed out that the worst thing is that in each Commission, union representatives are represented in the minority, so their work is devalued in this way.
"Members of the Council receive a compensation of around 800 euros per month, and the president of the Council twice as much, for one meeting per month, in order to resolve workers' issues in this way. One gets the impression that the highest organ of the Public Service serves to fulfill the wishes of the management. With such actions, the management and the Council they show that they do not respect and do not respect RTCG workers," the statement concludes.
