Ministry of Defense: There are no conclusions that the screening procedures do not guarantee the selection of the best candidate

"As proof of transparency, we point out that the methodologies that are published with each advertisement individually at the same time define clear criteria that guarantee the selection of the best-ranked candidate," the response states.

The Ministry of Defense reacted to the "Vijesti" article entitled "More than half of the candidates were admitted illegally", published on Thursday, April 18.

"On the occasion of the article published in Dnevni novine Vijesti - 'More than half of the candidates were illegally recruited', and for the sake of objectively informing the public, we point out that for the needs of the Ministry of Defense in 2023, seven public advertisements were advertised, based on which 119 people were recruited in the Army of Montenegro , and nine civil servants and state employees started employment in the Ministry of Defense.

"Out of the total number of public advertisements for admission to the Army and employment in the Ministry of Defense, only one candidate filed a complaint with the Complaints Commission of the Government of Montenegro, which was rejected by that body.

"The other 72 appeals, which were filed before the said Commission in 2023, refer to various grounds (production, termination of service, wages, allowances, training and other rights based on work).

"We emphasize that the Ministry of Defense conducts all advertisements transparently, in accordance with the law and by-laws, and the conclusions that the candidate screening procedures are not sufficiently transparent or adequately implemented, and that they do not guarantee the selection of the best candidate, do not hold true when it comes to this state body.

"As proof of transparency, we point out that the methodologies that are published with each advertisement individually at the same time define clear criteria that guarantee the selection of the best-ranked candidate. Another proof of the transparency and clarity of the selection procedures is the fact that not a single complaint has been filed regarding the methodological procedures themselves and the clarity of all provided criteria that are evaluated", it is stated in the response.
