The roof of the gymnasium in Kolašin's only city elementary school "Risto Manojlović" has been leaking for 12 years, and all this time they neither had their own, nor received money from the relevant ministry or in any other way to repair it.
As the director of that institution said Nataša Peković, informing the local parliament about the state of primary education, the roof was damaged during a storm in the winter of 2012. The building in which the hall is located was opened only a year and a half before that.
"Due to heavy rainfall in 2012, the school called the soldiers to clear the snow from the building, so that the roof would not collapse. As a result of these activities, the roof was damaged. The hall still leaks, which makes it difficult to use it, either for students in physical education classes, or for clubs and recreational players who use the hall in the afternoon, and there is a risk of injuries. I asked for the opinion of an expert (mechanical engineer), who gave a recommendation on how to determine the damage to the roof, as well as a description of the works," she wrote in the information to the Municipal Assembly (SO).
After that, as Peković claims, there were three offers from those interested in carrying out the works, "but the amounts were so high that the school was not able to cover the costs of rehabilitation". Peković explained that, like her predecessors, she turned to the Ministry for help, but so far it has not yielded results. She warned that the repair of the roof is urgent, because, as she explained, if it does not happen, the damage will be significantly greater, and the parquet in the hall will also suffer.
The new building of Elementary School "Risto Manojlović" has an area of 7.200 square meters, and as announced at the opening, at the beginning of the 2011/2012 school year. year, it was made according to the most modern standards. The works, which lasted three years, cost more than 5,5 million euros.
According to the director, there are now about 524 students in that institution, and one of the problems is the transportation of a certain number of students from rural areas. There is a lack of a van for transportation from several villages, and the existing van is, says Peković, in a very bad condition, so it cannot pass a technical inspection and be registered. Difficulties in transporting students would be solved, she claims, by a van designed to transport 13 students, the price of which is from 6.000 to 10.000 euros.
Peković proposed the installation of solar panels as a solution to the constant problem with heating in the school.
"By installing solar panels and switching to heating with electricity obtained in this way, the acute problem of heating would be solved, we would reduce the consumption of fuel oil for heating, as well as bills for used electricity, and at the same time reduce environmental pollution. With the additional energy, optimal working conditions would be achieved, and in the summer months, the excess energy would be returned to EPCG, which would provide a certain amount of money for procurement in the winter months," she explained.
Peković reminded that the central heating system of that institution is shared with the secondary school, the School for Elementary Music Education and the preschool institution. The director also said that the amounts of fuel oil received by those institutions are not sufficient, because "fuel oil quotas are determined according to the number of students, not according to the area of the school or average temperatures during the winter." This is why, she claims, "the classrooms are insufficiently heated, given that the heating is turned on twice a day for an hour."
However, despite the numerous problems, from the information submitted to the SO, it can be seen that the Kolašin Elementary School achieves excellent results. More than half of the students have excellent results, they are participants in various competitions and events, and the director boasted that "the school is equipped with excellent computer equipment, a donation from the Ministry of Education, Science and Innovation and the Ministry of Sports and Youth".
Elementary school "Risto Manojlović" recently celebrated another birthday. April 15 is celebrated as the day of that institution, and this year the students, together with their teachers, marked it with original and varied programs, which were held during the past two weeks.
