Since the proposal for the Decision was not adopted by the Assembly, and taking into account that Article 3 paragraph 7 of the Law on Communal Activities stipulates that public city and suburban transport services are activities of general interest, the Secretariat, protecting above all the interests of the citizens of the municipality of Budva, as well as the local self-government, is obliged to ensure the continuity of the provision of public passenger transport services and for this reason undertakes activities with the aim of finding an adequate solution in accordance with the law", it is stated in the response of the departmental secretariat headed by Srdjan Gregović.

As it is clarified, for the sake of an adequate solution within a certain period for the functioning of regular Gad and suburban transport in the territory of the Municipality of Budva, due to the limited duration of the parliamentary decision on consent for the operation of transport, which lasts until June 30 of this year, as well as due to the need to enable adequate competitiveness and bringing the organization of transport into a regular flow, in consultation with the Office of the President of the Municipality, as well as with members of the working group and an expert associate for the preparation of the Decision on urban and suburban scheduled passenger transport, the Secretariat undertook activities to find an adequate solution in accordance with the law.

"We believe that it was necessary to initiate a public call procedure for awarding a contract for the provision of public transport services. In the text of the competition, interested entities are informed that the term for which the first contract is contracted is a maximum of four years, and it can be shorter if the conditions are created to call for and implement a new competition in accordance with the Decision that will be harmonized with the amendments to the Law, i.e., the term of four years can be shortened in case of creation of conditions for the start of work of a business company for the performance of urban and suburban transport, the founder of which is the Municipality, which will be specified through the contract concluded with the selected carrier in the competition. Also, the implementation of the public invitation procedure does not contradict the initiative to form a public company for urban transport. This requires a clear program direction of the decision maker, significant funds allocated by the municipal budget, a period of procurement of the necessary funds for work and adequate personnel capacities, as well as the implementation of the system, for which a significant period is required, from when the project is implemented until the final realization itself. . In the meantime, it is necessary to provide continuous transportation for all citizens of Budva and tourists in the coming period", concludes the municipal Secretariat for Communal Housing Affairs.
