By creating the text of the Strategy for Disaster Risk Reduction 2025-2030, the risk database and establishing the Montenegrin information system for various types of risks, the Directorate for Protection and Rescue of the Ministry of Internal Affairs achieved significant progress when it comes to this strategic document.
This was announced at the first consolidation meeting regarding the preparation of the Disaster Risk Reduction Strategy 2025-2030, which was organized by the Directorate for Protection and Rescue of the Ministry of Internal Affairs in Budva.
As the PR Center reports, the coordinator of the project within which the Strategy is being developed, Ljuban Tmušić, M.Sc., expressed his satisfaction with the progress made by the working group for the development of the Strategy.
"In the past period, we achieved significant progress. We created the text of the Strategy, created a database on risks and successfully established an information system that includes different types of risks", said Tmušić.
He assessed that it is important to continue with the development of the Action Plan as an integral part of the Strategy and strive for digitization of all possible processes in order to achieve greater efficiency and better availability of information related to disaster risk reduction in our country.
A member of the working group for the development of the Strategy, Čedo Kaluđerović, from the Directorate for Protection and Rescue, said that the focus of the two-day consolidation meeting was to inform the interdepartmental working groups, formed to create a key strategic document and analyze their performance so far.
"This is one of the most significant documents in the field of disaster risk reduction, which is provided for by the Government's Work Program, as well as the Program for Accession to the European Union (EU). He emphasized that the Directorate for Protection and Rescue fulfilled all the final benchmarks in the sub-field of civil protection as part of the negotiation chapter Environment and Climate Change, which evidently achieved a significant result", said Kaluđerović.
According to him, the subgroups and groups, which worked separately on the creation of the Strategy, will integrate the complete text that has been created so far during this meeting.
"It is important to note that Montenegro is internationally recognized as a very successful country in terms of results related to the area of disaster risk reduction, so it has been entrusted with the organization of the European Forum for Disaster Risk Reduction, which will be held from the 6th to the 8th November this year in Montenegro, at which, among other things, the implementation of the SENDAI framework as a global document will be carried out when it comes to disaster risk reduction," said Kaluđerović.
He said that delegations from 55 countries, EU countries and Central Asia will participate in the event, and high representatives of the EU and the United Nations will also attend.
"It is just another indicator of how much Montenegro has achieved in the implementation of all documents related to the reduction of the risk of disasters," said Kaluđerović.
A member of the working group for the development of the Strategy from the Directorate for Protection and Rescue, Boško Medenica, explained that the Information System for protection against forest fires and other risks, which was established in cooperation with the Japanese Agency for International Cooperation - JICA, enables easier coordination of protection and rescue from forest fires. fires, as well as a faster reaction when they happen.
"Data from the Forestry Administration and other bodies in our country about the types of forests in certain areas, the value of those forests, their quantity, etc., have been entered into the system. The system contains the data of the Hydrometeorological Institute from the measuring stations, so that we have an insight into the wind speed, a map of the dryness of the vegetation and all the data that is needed when a fire occurs so that we can see if it is spreading and which are the most threatened areas in Montenegro," he said. is Medenica.
He pointed out that this system was in a trial function last fire season, and that this year it can be used at full capacity for the fire season.
The director of the Water Administration, Vesna Bajović, who is a member of the working group for the development of the Strategy, said that the water information system enables a wide display of a large amount of information in digital spatial form about all waters, river flows, groundwater, flood zones and water land.
"When it comes to reducing the risk of floods, in the water information system we have a database, maps, which give us an accurate view of all flood areas that are registered as such in Montenegro, a display of all flood risk and danger maps, with detailed information about the number of inhabitants and endangered facilities", said Bajović.
She explained that in the past period they have created a detailed database when it comes to floods, which will enable the Directorate for Protection and Rescue to operate more easily in the future.
"The first phase of this system, which is currently being used by us and other institutions for which these data are important at the moment, has been completed. We expect the implementation of the second phase in this year and next year, during which the system will be available to the entire public," said Bajović.
