At today's session, the Assembly of the Capital City of Cetinje adopted the Report on the work of the mayor, local government bodies and services for the year 2023.

Mayor Nikola Đurašković said that during 2023, the Prijestonica city administration implemented most of the planned activities, which "significantly exceeded goals and expectations".

"I would like to proudly highlight the key achievements that we have achieved in the past year - starting with public finances, we continued with financial consolidation, increased revenue collection and fulfilled all obligations towards companies, institutions and organizations of which the Capital is the founder. For the year 2023, we proposed the largest budget compared to the previous period and optimistically planned all types of income. For the past year, the budget was planned for the amount of 8.920.000,00 euros, while after the rebalancing it amounted to 10.400.000,00 euros. The realization of the budget at the end of the year amounted to 10.025.854,54 euros, or 96,40 percent," said Đurašković, as announced by the Capital.

Đurašković points out that he is particularly proud of the revenues achieved and the collection of his own claims. He also reminded that in the last year numerous roads were reconstructed and parking spaces were built.

"In the past year, we tried to treat all urban and suburban settlements in the same way, so that there is almost no part of the city where at least one project and investment has not been implemented. We have started the phased implementation of one of the most important projects for the capital - the reconstruction of the water distribution network, with a total value of 12 million euros, and for the first phase of the reconstruction, a contract on the performance of works with a total value of around one million euros was signed," said the mayor of Cetinje.

He says that the city administration of the Capital of Cetinje led a responsible social policy in the previous period, by introducing "new programs dedicated to strengthening the demographic renewal of Cetinje", emphasizing that, "for the first time in the history of our city, the Decision on forms of social and child protection foresees a free kindergarten for all the little ones from Cetinje."

"Based on the amendment to this Decision, an Agreement was signed between the Capital of Cetinje and the Public Prosecutor's Office 'Zagorka Ivanović', on the basis of which the Capital refunds the funds on the giro accounts of parents whose children used the services of the kindergarten. In addition to the above, the city administration of the Capital of Cetinje also recognized the importance of supporting couples in the fight against infertility. That is why, in the same Decision, we provided reimbursement of costs for medically assisted fertilization, providing hope and support to couples who want to become parents," said Đurašković.

He states that the capital budget for the current year will amount to 8.8 million euros, and that in addition to the continuation of the started works on the reconstruction of the water supply network, solving the problem of waste water and improving the urban and rural infrastructure, the local administration will especially focus on the construction of the "Lokanda" hotel, the arrangement of "Njegoševo " and the park "13.jul" and on the construction of a new sports hall.

"In July 2023, we did an analysis of the justification of the public-private partnership for the construction of the Lokanda hotel. Pursuant to the Law on PPP, in October 2023, we submitted the Draft Analysis of PPP and the Draft Contract to the competent state authorities for their opinion, and for the implementation of this project we officially received approval from the Investment Agency of Montenegro and the Ministry of Finance, which made us the first local self-government in Montenegro, which implements projects based on the public-private partnership model. After receiving the approval, the plan is to announce public procurement in the first half of 2024 - an open tender procedure for the selection of a private partner and the award of a public-private partnership contract," said the mayor of Cetinje.

The Assembly also adopted the Reports on the State of the Capital's Property for 2022 and 2023, the Proposal for a Decision on Amendments to the Decision on Regulation of Traffic on the Territory of the Capital, Reports on the Implementation of the Annual Program for Performing Communal Activities LLC "Vodovod i Kanalizacija - Cetinje" and LLC "Komunalno" Cetinje for the year 2023, Report on the work with the financial report for the year 2023 of the Tourism Organization of the Capital of Cetinje and other points.
