Detained President of the Municipality of Budva Milo Bozovic he was not dismissed from his job, as the Government insisted, but his name is still officially on all contracts that investors conclude with the local self-government regarding the payment of utilities, as a precondition for the start of construction.

Božović concluded the last document in March, when he signed three contracts with investors worth a total of 300 euros in the Investigative Prison in Spuza in March. He did that for almost a year before, when the official documents, with the consent of the High Court, were taken to the Spuška prison and certified by the first man of Budva.

However, during April, there was a real expansion of the conclusion of contracts for utilities, and as many as 13 of them were certified by the Municipal Service. Such a large number of contracts were also concluded at the end of last year in December, when Božović signed 16 of them in Spuz. In the latest contracts, concluded in April, the documents still contain the name of the President of the Municipality, Milo Božović, but instead of him, the signature of the newly appointed Vice President of the Municipality Jasna Dokić.

Dokić was appointed as Božović's deputy on March 22, on the fourth attempt, after two divided factions within the former Democratic Front agreed to elect her, which was presented at the time as the final solution to the political crisis.

Three days later, when the session on March 25 was supposed to vote on the temporary removal of Božović from his job, which was one of the three conditions given by the government in order not to introduce compulsory administration in the city, the faction that did not want to vote for the decision now manages Mladen Mikijelj, while the opposing faction is headed by the outgoing president of the Municipal Assembly Nikola Jovanović was in favor of the adoption of that decision, which was also supported by Milo Božović's son from the parliamentary floor.

This led to a new session and a vote on the shortening of the mandate, for which there was complete opposition, from the DPS to the Democrats, as well as Jovanović and his five councilors.

Since Božović was not temporarily removed from work, and thus his salary was not reduced, because an integral part of that decision was also the decision on the salary, which should have been halved, he practically still manages the Municipality.

In his name, Dokić, which "Vijesti" had access to, signed a total of 13 contracts worth around 900 euros.

600 euros will be paid into the Municipality's coffers, because one of the contracts relates to the construction of an eight-story five-star hotel in the very center of Budva, which is why, referring to legal solutions, the Municipality of Budva temporarily exempted the investor from paying utilities.

The service for the collection of fees for the communal equipment of construction land has calculated utilities in the amount of 299 thousand euros to the investor, which he is not obliged to pay if he builds a five-star hotel. Otherwise, if the built hotel is not of that category, or if it is an object of other purpose, as written in the decision, the Municipality will charge the calculated utilities.

Extraordinary local elections are coming up in Budva as the only solution to get the tourism metropolis out of a year-long deep crisis and the blockade it has been in since the arrest of Božović.
