Veterinary clinic "Gorašević" from Nikšić submitted a criminal complaint to the Basic State Prosecutor's Office against the Municipality of Nikšić for alleged money laundering.
The application states that the local administration reported that it had spent almost seven thousand euros more for the erection of a fence for dogs to run out in the shelter at the Goštac location, in the village of Muževice, for which the StrayCoCo Foundation donated 24.000 euros.
It is a project that was implemented by the previous local administration, and in the application it is written that the value of "actually performed works is far below 24.000 euros".
The Municipality of Nikšić replied to the "News" that they received a request from the police for the delivery of documentation related to the mentioned donation contract.
"The service for cooperation, affairs of the president and information sent the request in question to the competent bodies of the local administration, in order to collect from them the data they have, which are related to this case. We submitted the collected data to the applicant on April 12, 04. As it concerns the criminal proceedings, which were initiated before the Basic State Prosecutor's Office in Nikšić, based on the report of the veterinary clinic 'Gorašević', we are not able to provide any information, in order to conduct further proceedings", reads the reply of the Service for Cooperation, Affairs of the President and informing.
The donation agreement, in which it is stated that the donor agrees to "donate a fence and a door for three escape zones in the asylum, worth up to 24.000 euros", was signed on November 27, 2020, and the Secretariat for Spatial Planning and Environmental Protection is less than a month old later brought urban-technical conditions for the execution of works. In March of the following year, the Secretariat submitted a request for approval to the office of the chief city architect, in which it attached a conceptual solution made by the Design and Planning Agency of the Municipality of Nikšić, in which StrayCoCo Foundation is listed as the investor, while according to the estimate the total value works 30.861,05 euros.
Ten dog houses and four benches with a house, which are not mentioned in the donation agreement, are listed as items in the estimate of the cost of construction-craft works, as stated in the application.
"On the website of the municipality of Nikšić, we did not find an agreement in the published consents of the chief city architect for the year 2021, nor an opinion on the request for a conceptual solution. Due to the difference of EUR 6.861,05 between the amount stated in the Donation Agreement and the amount stated in the preliminary decision of the Agency, as well as the fact that the procurement of materials and the creation of the opening in the feeding fence, then the dog house and the bench with the house, are not foreseen According to the contract, nor were they ever made or performed, and that the value of the actually performed works is far below 24.000 euros, we believe that there is a justified basis for suspecting that the Municipality of Nikšić and the responsible persons in it have committed the criminal offense of money laundering," states the report in which "Vijesti" had access to, which was submitted on March 21 of this year.
On behalf of the "Gorašević" veterinary clinic, the report was submitted by director Nebojša Gorašević, a veterinary graduate, who "suggested to the Basic State Prosecutor's Office in Nikšić to examine the allegations of the criminal charges and asked them to act promptly.
