By continuing the procedure for selecting candidates for the "fast course for police officers", the state is investing in the training of personnel who are not needed and for whom it is not known when or how they will be employed, because generations of "academics" are already waiting for a job in the police, the Institute announced today alternative (IA).
"Namely, during September 10 and 11, a health check is being conducted for 270 candidates who have met the requirements for attending the MUP training for "training for work in the Police", of which 60 will be admitted to the training. At the same time, the Police the academy educates generations of academics whose education costs 15.000 euros per participant. The said three-month MUP training is beyond all Government decisions and was started exactly one year ago (September 19.9.2017, XNUMX) with the publication of a public call for training participants," the IA press release states.
The NGO added that they pointed out at the time that this call was beyond all strategic documents and strategic guidelines adopted by the Government at the suggestion of the MUP itself.
"Specifically, Government documents (Police Administration Development Strategy, Action Plan for its implementation and Analysis of the situation, recruitment, advancement, education and training of police officers) indicate the excess of employees in the police as well as the need not to hire police officers with a lower education level than Police academies. They precisely state that the laws should be changed and that the lowest level of educational qualification should be the Academy and not high school, which is the level of education acceptable for MUP training. From that call until September of this year, registered candidates were waiting for the continuation of the procedure that has now continued. To make the paradox even greater, in the meantime the Government's ban on employment based on an employment relationship both for an indefinite and a fixed period in all state administration bodies and public institutions until 1.7.2019 July 31 came into force in accordance with Public Administration Optimization Plan As an exception to the ban from the Optimization Plan, 200 "academics" of the XNUMXth generation have already been employed in the Police without public announcement, following a special Information sent by the Ministry of Interior to the Government in July of this year. In July, the XNUMXth generation of future police officers was also enrolled. This means that during the next two years, four generations of almost XNUMX academics will be ready for employment in the Ministry of Internal Affairs automatically (without advertisements), in accordance with the new solution from the draft law on internal affairs," the IA said.
The IA states that the new solutions proposed by the Ministry of Interior for the time being do not only provide for the automatic employment of academics, but also prohibit the employment of persons with a lower educational level than the Police Academy, as they claim.
"Due to all of the above, it is unclear why personnel are being trained who have no prospect of applying that training because they will not meet the requirements to be employed in the Police. Finally, the announced amendments to the Law on Pension and Disability Insurance of Montenegro do not provide for a benefited working experience for police officers. This means that the natural "outflow" of personnel will be slow, and in the multi-year perspective there will not be as many vacancies as there are personnel being trained. We call on the ministry to take its own strategic documents more seriously and implement policies that will help the Police function more successfully and have the best quality personnel possible. will not be achieved by "fast rates", the IA statement concludes.
