The General Secretary of the Basketball Association of Montenegro, Darko Ivanović, made a statement after today's meeting of the members of the Board of Directors.

"Given that there are dilemmas and different interpretations regarding the current processes in the Basketball Association of Montenegro, as well as regarding the nature of today's meeting of the members of the Board of Directors, I want to provide you with important information so that the public is aware of all the details.
In some media, inaccurate information has been published, and in some, incorrect information, so I think it is important to clarify the dilemmas and get the facts first hand.
We are witnessing the institutional crisis in the KSCG that culminated in the last 5-6 months and started with the non-holding of the Electoral Assembly of the KSCG from 16/06/2023, with the planned Agenda for the election of the President of the KSCG and the election of the KSCG Board of Directors.
The session was not held because the aforementioned agenda was not adopted, and that agenda was not adopted because the item on the agenda for the election of the President of the KSCG did not correspond to one part of the delegates. That was the moment when, I firmly believe, we had to choose the most important organs of the KSCG and thus avoid this very dangerous situation full of uncertainty in every respect.
I would like to note that this Assembly was scheduled based on the Decision from the meeting of the Board of Directors in the technical mandate, which was held on 19/04/2023. and the same accepted and confirmed at the KSCG Assembly held on 15/05/2023.
I note, unanimously and with the presence of the President of the KSCG.
Also, a week ago, 20/10/2023 to be exact. the session of the KSCG Assembly at which, according to the scheduled agenda, the new KSCG Board of Directors should have been elected, according to the proposal of the President of the KSCG, was not held due to the lack of a quorum.
I believe that the reason for such division among clubs and delegates is the already mentioned, non-held session of the KSCG Assembly from 16/06/2023.
After last week's failed session of the Assembly of the KSCG, and seeing the danger of stalling in the implementation of the basic tasks of the KSCG, which are, first of all, the organization of national competitions and the protection of the interests of national selections, on the same day, i.e. 20/10/2023 at 14.24:XNUMX p.m., I sent an e-mail to the president of KSCG urging him to convene a meeting of the Board of Directors in the technical mandate as soon as possible, with the priority points I pointed out, so that the clubs, national teams, and especially the leagues would not suffer youth whose calendar is already threatened, and at this moment I can say that if the competitions in younger categories do not start in the next week, the children will be left without at least half of the planned games.
I recognized this as the biggest risk for clubs where children train, not to mention the consequences for national teams, given the fact that only through competitions are players and sports qualities created.
As until Monday 23/10/2023, until the end of the working day, I did not receive an answer from the president of KSCG, and bearing in mind the urgency from the clubs with 34 signatures, as well as the letter from the members of the Board of Directors from the same day, I sent an e-mail to the president and to all members of the KSCG Board of Directors, with an invitation to meet today and make basic, urgent decisions of a technical nature, which are exclusively in the interest of basketball and the process, the delay of which would cause serious damage to the association, clubs, players, children, officials, partners of the association, as and to all other students of the competition.
I believe that, in accordance with the position I cover and personal responsibility, I have done everything for the competitions to start, and once again I call and appeal to the president of the KSCG to urgently (within the next 3-4 days) convene a meeting of the Board of Directors, in order to unblock the competitions and register younger representatives selection for the European Championships because the application deadline expires on 02/11/2023.
If the session of the Assembly were to be scheduled today, and taking into account the legal deadlines that must be respected, it is already evident today that by not holding an urgent session of the Board of Directors within the next 3 days at the latest, the young national teams (6 selections in different years) will remain without registration and on their own team participating in the European championships in 2024.
Taking into account, through practice in the last half year, the danger and uncertainty of the possible, and certainly unwanted, failure to hold the announced Electoral Assembly of the KSCG, at which the President of the KSCG, members of the Board of Directors and the President of the KSCG Assembly should be elected, which cannot be held due to legal deadlines held before 20/11/2023, as well as the necessity for the newly elected Board of Directors to adopt the necessary decisions for the start of the competition, which would prolong the process for at least another week, I appeal to the President to convene the Board of Directors he has at his disposal and adopt important decisions.
The KSCG office has made all the necessary preparations so that the competitions could start at the mentioned time.
Regarding the question of the legitimacy of the Board of Directors, very briefly. It is an indisputable fact that the mandate of the Board of Directors expired in January of this year, but I would like to remind everyone that the same Board of Directors already sat in its technical mandate on 19/04/2023 with the appointment and chairmanship of the president of the KSCG and made important decisions that were implemented and confirmed by the KSCG Assembly at the session held on 15/05/2023.
The institution of the technical mandate of one body in a certain system is precisely what was foreseen so that basic decisions of a technical nature would be made and the system would avoid serious consequences that would threaten its functioning.
By the way, we have the technical mandate as an example of practice in everyday life from the state level to every serious system that has to function in crisis situations, in which for various reasons the organization is left without existing decision-making bodies, until the election of new bodies," the statement said. signed by Ivanovic.
