Work on the construction of the new "Galeb" hotel should begin by the end of the year, while the owners of the "Mediterranean" hotel, instead of reconstructing the main building, will build a new facility.
This was officially announced to "News" from the Ministry of Tourism, Ecology, Sustainable Development and Development of the North when asked why the announced construction of larger hotel facilities in the municipality of Ulcinj has not yet begun and at what stage are the investors' activities.
In the department managed by the minister Vladimir Martinovic remind that the Kotor company "Sunny Palace" became the owner of the former hotel "Galeb" in 2022, and that according to the contract, it undertook the investment obligation to build a five-star hotel worth about 15 million euros.
According to the contract, the investor was supposed to complete the main project within a period of 18 months from the date of entry into force of the contract, i.e. until May 2023. to which the Government made a decision in April 2023.
"Considering the previous facts as a justified reason, in October 2023, at the request of the investor, and after HTP "Ulcinjska riviera", as a contracting party, gave its consent in July 2023, an annex to the contract was concluded, which defined new deadlines. The annex stipulates that the deadline for the preparation of technical documentation will begin after the changes and additions to the urban planning project for the location of the "Galeb" hotel come into force. In order to optimize the time planned for the overall realization of the project's investment, the deadline for the development of the main project was shortened from 18 months to 12 months, which means that the investor will start the construction of the tourist complex by the end of 2024", they explained in this department.
President of the Municipality of Ulcinj Omer Bajraktari he said that they are currently working on amendments to the DUP for the "Galeb" hotel, while the project documentation is being developed for the "Jadran" hotel.
"I think that we will soon be familiar with the conceptual project for that hotel. What I can confirm is that the construction of at least one five-star elite hotel will begin this year. It will be one of the most beautiful hotels on the Montenegrin coast and will have an inestimable importance for our city in every sense", said Bajraktari.
When it comes to the "Mediterranean" hotel, the Ministry of Tourism reminds, the agreement between "Ulcinjska Riviera" as the seller and "Bećović Management Group" as the buyer was signed in October 2021. According to that contract, April 2022 was defined as the deadline for the beginning of the investment, and the realization three years later.
According to the preliminary investment plan, it is added, investments of 13 million are planned, while according to the final investment plan, after the adoption of the main project, that figure will increase to 15 million.
The Ministry of Tourism clarified that the controller (the company "MV Konsalt") hired by the Government to monitor the implementation of the investment in the "Mediterranean" hotel, in the last report from November 2023, ending in September, announced that 5.512.252,69 had been invested, 6.584.470,70 euros without VAT, or XNUMX euros with VAT.
"The invested amount refers to the adaptation of the hotel's annex, i.e. the existing villas", they state in this department, adding that the investor asked them to extend the deadline for the investment by one year due to the construction of the main building of the "Mediterranean" hotel.
The President of the Municipality of Ulcinj, Omer Bajraktari, said that they are currently working on amendments to the DUP for the "Galeb" hotel, while the design documentation for the "Jadran" hotel is in progress.
The Ministry of Tourism explained that reconstruction was planned for the main building of the "Mediterranean" hotel, but the investor received an expert opinion that the hotel should be demolished.
"Strengthening the existing structure would cause higher costs, and thus the impossibility of remodeling the existing structure, the investor, after receiving an opinion from the "Structure Arch Group", proposed the demolition of the existing structure and the construction of a new one," said the ministry.
They don't know if "Karizma" is buying "Lido"
The Ministry of Tourism points out that when it comes to the contract for the hotel "Grand Lido" and "Lido Apartments", the public is aware that the long-standing problem of the Port Milena canal is a prerequisite for the investment itself, and that they submit information to the Government on an annual basis about the activities being carried out. on solving the environmental problem.
"Whether Karisma is interested in taking on the investment obligation in the further process, the ministry is not aware because no initiative has yet been sent in this regard", the ministry answered the question of whether they mediate in the sale of "Lida" in which the company "Karisma" is interested. .
"Vijesti" announced in December last year that the international hotel group "Karisma Hotels Adriatic" is in serious negotiations with the owner of the former hotel "Lido" on the Velika beach in Ulcinj, the company "Capital estate" about the possible construction of a new hotel on the same location.
This information was indirectly confirmed by "Karizma", from which they could not talk about this topic in detail due to the data confidentiality agreement signed with the company "Capital estate", which owns the land on which this hotel used to be located.
