A new composition of the Municipal Election Commission (MEC) was elected at the electronic session of the Municipal Assembly (MO) of Šavnik, which was attended only by councilors of the ruling DPS-SD coalition.
As the president of the Šavnik Municipal Assembly (SO) Nadežda Kotlica told "Vijesta", two members of the commission from the ranks of the opposition, who earlier voted against continuing the elections, were replaced by new members, while the members and the president of the IOK, from ranks of the DPS, the rest are the same.
Due to the election of new members of the MEC, the opposition sent a complaint to the State Election Commission and they expect it to be accepted.
"We proposed the same members who were in the previous MEC convocation, but they rejected them, which they had no right to do, because according to the law, parties propose members. Then they informed us that we have to propose new members in ten minutes, so, after my statement that we cannot propose new members in ten minutes, they extended the deadline by an hour. We sent an email to the president of the SO that we will only attend when the MEC members are elected, but she did not inform us about the time of the meeting, so we did not attend," said Dragan Krsmanović, president of the club of SNP councilors.
Kotlica confirmed to "Vijesti" that she received an email from the representatives of the opposition parties, but as they said at the meeting before the electronic session that they did not want to attend it because they doubted its regularity, she considered that it refers to all points.
"If they think I made a mistake, they can complain," said Kotlica.
The new MEC consists of old members Dušan Radanović, president, Milijana Ašanin and Jelena Milatović, from DPS, and new members - Nenad Marković from DF and Mira Vuković from SNP. The secretary of the commission is Anka Kapešić from the Democrats.
"Conditions have been created to schedule elections in Savnik and to fulfill the conditions set by the Government of Montenegro. We continue our work, and now it's up to the MEC to do their job and set a date for the continuation of the election," said Kotlica.
A new electronic session is scheduled for today, where the adoption of the Strategic Plan for 2024 will be discussed. At the previous session, the decision to extend the old plan was adopted.
"The public hearing for the Strategic Plan should last 15 days, and yesterday they posted a notice at 12,30:15 p.m. and the public hearing lasts until today until XNUMX p.m. And what they are doing is illegal," Krsmanović said.
The President of the Municipality of Šavnik, Jugoslav Jakić, said that it is true that the public hearing lasts 15 days, but the Government forced them to make a decision that it should last much shorter, because they were ordered to adopt the Strategic Plan within ten days.
"Then how can the discussion last 15 days, if they gave us a deadline of ten days," Jakić said.
The session was scheduled for Monday, but it was not held because the supporters of the opposition parties entered the assembly hall and refused to leave, pointing out, like the opposition councilors, that the session was illegally scheduled.
The municipality reported the case to the police and the prosecutor's office, and the prosecutor in the Basic State Prosecutor's Office (ODT) in Pljevlja stated that the actions of the persons who were reported to have entered the building of the Municipality of Šavnik without authorization do not constitute the elements of a criminal offense for which prosecution is undertaken under official duty.
The meeting of the SO Šavnik was scheduled after the Government's decision on the local self-governments of Šavnik, Budva and Andrijevica. Last week, the government gave those municipal assemblies a deadline of ten days to fulfill their obligations established by law in order to get out of the government crisis that has been shaking them for a long time. The municipality of Šavnik has been warned that it must take measures against the Municipal Election Commission (MEC) in order to implement the decision of the State Election Commission, which ordered the MEC to make a decision on repeating voting at the polling stations - "Sala SO Šavnik" and "Kafana Kruševica" and adopt a strategic development plan Municipalities.
So far, the State Election Commission has held 60 sessions dedicated to the elections in Šavnik and passed 120 decisions ordering the MEC of Šavnik to make a decision on repeating the elections, which did not happen, because four members of the MEC, out of a total of eight, are from the ranks of the opposition. were against or abstained during the vote.
The elections in Šavnik began on October 23, 2022, when they were held in 13 other municipalities, but after nine repetitions, tearing of ballots, broken ballot boxes, prevention of voting, verbal and physical conflicts, numerous applications, a deadlock was reached - on polling stations in the SO building and in the village of Kruševice, where 541 voters were registered, the elections have not ended.
