The Board of Commissioners of the Municipality of Andrijevica adopted a decision on the budget of that local self-government for this year.
As stated in the announcement, the Board of Commissioners of the Municipality of Andrijevica, at the session held on Thursday and Friday, through the consideration and adoption of eight items on the agenda of the second session, provided conditions for the smooth operation and functioning of all organs and services of the Municipality of Andrijevica, its public institutions and enterprises , and created the conditions for holding local elections scheduled for June 2.
The Board of Commissioners adopted a decision on the termination of the mandate of the President of the Andrijevica Municipal Assembly, a decision on the appointment of the Andrijevica Municipal Election Commission, a decision on determining the number of councilors to be elected in the Andrijevica Municipal Assembly, and adopted a decision on the termination of the duties and the appointment of the Acting Secretary of the Assembly and a decision on realization of the right to compensation after the termination of the office of the former president of the Municipal Assembly.
After a detailed consideration and review of the rationality and legality of the proposed budget from the municipal president, all members of the Board of Commissioners submitted seven amendments to the budget proposal, after which the Board unanimously adopted the decision on the budget of the municipality of Andrijevica for this year.
The Board of Commissioners, with amendments, guided by the principles of rationality and dedicated spending of public funds, reduced certain budget items of the budget proposal and thus rationalized segments of non-productive spending and reduced spending by an amount that has no legal foundation, then made corrections of spending related to the implementation of the election process in order to comply with the Law on Financing of Political Entities and Election Campaigns, as well as ensured the dedicated spending of funds in the capital budget segment.
In the part of the capital budget, the amendment limited the consumption of funds of almost one million euros provided by the Government through a special investment program of special importance for the economic and economic interest of Montenegro, i.e. from the so-called economic citizenship, until the adoption of the Strategic Development Plan of the municipality of Andrijevica, which provided dedicated consumption of the funds in question, and an affirmed systemic and strategic approach to the development of this municipality.
"The municipality of Andrijevica did not adopt the Strategic Plan for the development of the municipality and the impossibility of its implementation was one of the grounds for the dissolution of the Municipal Assembly. In addition, funds from economic citizenship are specifically determined for the development of the municipality, in accordance with the conclusions of the Government and the contract signed with the Administration for Capital Projects, which defines the possibility of using the funds in question for the needs of development projects", reads the statement signed by the president of the Board of Commissioners of the Municipality Andrijevica Nina Blažić.
According to the proposal of the municipal budget, the purpose of these funds is not defined and elaborated in the budget explanation, no special budget positions have been opened for individual development projects, but the funds have been determined in the budget position for local infrastructure from which regular consumption is financed for the needs of renovation of facades, lighting, local roads .
For all the above reasons, the Board of Trustees was of the opinion that the mentioned funds should be used in a better way, strategically planned and aimed at the development of the Municipality, and for the benefit of all the citizens of the Municipality of Adrijevica.
"It is important to underline that this did not result in the abolition of the capital budget of the municipality, on the contrary, expenditures within the capital budget of the municipality are planned at the level of about 321 thousand euros, which is about 80 thousand euros more than the execution of the capital budget in 2022 and for about 85 thousand euros more than the execution of the capital budget of the municipality of Andrijevica in the last year", it is stated in the announcement.
In addition to the above, they indicated that for capital projects in the Municipality of Andrijevica, funds were allocated from the state budget for six projects with a total estimated value of around 7,6 million euros, namely for the Fruit House, Eco-katun Rujišta, the construction of the Konjuha water supply system, the construction of the water supply system for the village of Trešnjevo, the construction of a transfer station and the construction of a sports hall for the Junior High School "Bajo Jojić".
In addition, through the signing of the contract with the Administration for Capital Projects, additional funds of 500 thousand euros have been allocated for this year for: asphalting of the road section in the village of Đuliće, place of Stolak, asphalting of the section of the Trešnjevik - Štavna road, asphalting of the bends on the Bandovića - Žoljevica bridge, development of a project for the road direction Mokra-Širokar-Carine-Konjusi, asphalting of local roads in Andrijevica for the villages of Gračanica and Seoca and adaptation of the plateau in front of the health center.
The reduction in spending on the expenditure side of the municipal budget has reduced the need for funds used on deposits and a special account of the municipality in the current year, and in the budget revenue plan, they have been proportionally reduced, thus ensuring a balance of planned budget receipts and expenditure, in accordance with Article 4 of the Law on the Budget and fixed liability and Article 27 of the Law on Financing of Local Self-Governments.
The adopted budget of the municipality of Andrijevica amounts to about 3,3 million euros, and with its adoption, legal prerequisites were created for the regular settlement of the municipality's obligations, the timely payment of salaries of employees in the municipal services and other obligations, as well as the fulfillment of financial obligations related to the implementation of the election process, in accordance with the law.
"We point out that the Office of the President of the Municipality refused to deliver the considered materials to the services of the Municipal Assembly and the Board of Commissioners in electronic form, especially referring to the extensive material related to the municipal budget, which significantly slowed down its processing, and potentially delayed publication in Official Gazette, which can have negative consequences for the citizens of the municipality in the form of delays in the payment of salaries and the settlement of other obligations", the announcement states.
With the aim of creating conditions for the smooth conduct of the scheduled local elections, the Board of Commissioners also made a decision on the appointment of the municipal election commission of Andrijevica, as well as a decision on determining the number of councilors to be elected in the Andrijevica Municipal Assembly, which created the basic prerequisites for the implementation of the upcoming election process. .
In the part of personnel issues under the jurisdiction of the Board of Commissioners, at the session it was decided to appoint the current acting Secretary of the Assembly, Stamat Šoškić.
The board of trustees was appointed after the dissolution of the Municipal Assembly of Andrijevica by the Government and performs the function of the Municipal Assembly until the constitution of a new convocation of the local parliament.
