The Directorate for the Implementation of State Guidelines in the Field of Architecture of the Ministry of Spatial Planning, Urbanism and State Property canceled the preliminary decision by which that government department gave consent to the Turkish company "Mia Investments" two years ago to build two towers of 15 and 16 floors each on the plot in front of the hall of the Adriatic Fair, and the whole procedure was sent back for a new decision.

The Directorate of the government department, headed by Minister Janko Odović, informed the Administrative Court that it acted according to the Law on Administrative Procedure in connection with an administrative dispute following a claim by the Secretariat for Property Protection of the Municipality of Budva and issued a decision annulling the decision of the Ministry of Ecology, Spatial Planning and Urbanism of 18 of March 2022, by which consent was issued to "Mia Investments" for the conceptual design of a hotel with apartments.
After the previous ministers of urbanism, Ratko Mitrović and Ana Novaković Đurović, found nothing illegal in the application for the construction of the hotel-apartment complex "Riviera Montenegro Hotel & Residences", two towers in front of the halls of the Adriatic Fair, the Secretariat for Property Protection addressed an urgent letter to the newly appointed minister in mid-December last year of Spatial Planning, Urban Planning and State Property to Janko Odović, asking him to protect the interests of the metropolis of tourism.
"We urge you to use your authority to protect the interests of the Municipality of Budva and to make decisions based on the law regarding construction on part of the urban plot 26.1 in block 26a within the scope of the Detailed Urban Plan (DUP) Budva Center," the Secretary for Protection stated in a letter at the time property of Budva Đorđe Zenović.
The company "Mia Investments", which brings together Turkish investors, has begun work on the construction of the towers.
From the former Ministry of Ecology, Spatial Planning and Urbanism, which was managed by Novaković Đurović, "News" was officially informed in July of last year that the construction application of the company "Mia Investments" was valid.
Zenović reminded Odović that the municipal secretariat has repeatedly addressed the relevant ministry in order to, as he stated, "remove irregularities in connection with the registration of construction".
Proceedings were conducted before the Administrative Court for the annulment of the decision of the Ministry of Sustainable Development and Tourism of the Directorate of the Chief State Architect from March 18, 2022, which approved the preliminary decision for the construction of the building on the mentioned plot.
"Mia Investments" previously submitted documents to the News that the fee for communal equipment of the mixed model hotel did not exist until August 2020. Only after that was the regulation passed that it should be charged. They submitted the application in May of that year, and were not obliged.
The project approved by the Directorate of the Chief State Architect, which was then managed by Mirko Žižić, envisaged the construction of a five-star hotel with 144 standard hotel rooms and 208 apartments for sale.
In the past few months, more than a dozen apartments have already been sold, as evidenced by the encumbrances recorded on the land. The construction of the tower is being realized on a plot of 8.500 square meters owned by the company "Safiro Beach", which concluded a joint construction contract with the Turkish company.
Krapović: Examine the project, Komnenić: Everything has been examined multiple times
The legal representative of the company "Mia Investments", lawyer Miloš Komnenić, at the end of September last year, during a media controversy with the then Democrat MP, now the Minister of Defense Dragan Krapović, asserted that the construction application of the company "Mia Investments" Budva DOO has only been reviewed by three different ministers, three state architects and three groups of different Ministry officials.
He stated that the Riviera Montenegro project, together with the specific legal entities involved in it, 'Mia Investments' Budva DOO, as an investor and 'Safiro Beach Resort' DOO, as the owner of the land, together with their founders and cash flows, were repeatedly examined by various authorities. authorities of Montenegro, both the prosecutor's office and the relevant Ministry.
On the other hand, Krapović warned all state institutions, demanding that they reconsider the project of the announced construction of the solitaire in front of the halls of the Adriatic Fair in Budva, and announced that he would demand responsibility.
"I have addressed the institutions and the public several times regarding the controversial project under the current name "Riviera Montenegro Hotel & Residences", I say the current name because in the earlier stages of this, in my humble opinion, criminal project, it was first called "Safiro Beach Resort" , and then "MIA Budva", which means that they are trying to get away from these names, which are associated with the inaction of the former DPS governments, the Privatization Council, and the municipal DPS authorities of Budva (OKG Budva). Of course, it is understandable to me that investors from the Virgin Islands are trying to confuse the public and institutions by changing the name of the project, but gentlemen, such a thing will not happen", stated Krapović.
