The Secretariat for Finance and Budget of the Municipality of Ulcinj, at the request of the Secretariat for Investments, should by the end of the week call for a tender for the unclogging of a part of the submarine outlet at Cape Đerane in a length of 1,2 kilometers.

This was confirmed to "Vijesti" by the Secretary for Investments Minir Karamanaga.

The value of the public procurement was estimated at EUR 43.950 excluding VAT. Also, the request states that the deadline for the execution of the works is 30 working days from the conclusion of the contract.

Funds for the realization of the investment, Karamanaga stated in the request, are provided for in the Public Procurement Plan under item 1799 - expenditures for local infrastructure.

Connecting the newly built 120-meter-long marine pipeline with the old waste water collector, which reaches more than a kilometer into the sea from the coast, as "Vijesti" previously reported, was not possible because the old collector was almost completely blocked.

In the meantime, research has confirmed that it is possible to unclog the collector from deposited sand.

"In any case, this is good news and a cheaper option than building a new pipeline, the value of which is measured in hundreds of thousands of euros and more," said Karamanaga.

He previously said that the Municipality does not have the necessary money for the construction and installation of the new pipeline, since it is an unplanned job, the financing of which was not foreseen by a loan from KfW Bank.

"Recent research has shown that the old collector was not clogged only for the first 120 meters, which is why we built a new submarine outlet of the same length in order to connect it to the rest of the pipeline. We still don't know if there is a possibility to completely unclog the old collector somehow. Otherwise, there will be a request to KfW Bank for the missing funds so that the collector will be fully functional as soon as possible, and Port Milena will be fresher and cleaner," said Karamanaga.

The collector on Cape Đerane has not been in operation for years, so the sewage from the facilities that gravitate to Port Milena continues to flow into the canal. This is what contributed to the once largest natural fish hatchery in the Mediterranean bearing the infamous name of the largest septic tank in the country.

The Municipality of Ulcinj received a loan in the amount of EUR 20 million with a five-year grace period through the Government in 2015 from KfW Bank, while an annex to the contract was concluded two years later. The grace period expired two years ago and the Municipality of Ulcinj is already paying half-yearly annuities in the amount of 900.000 euros each.

The contract on the reconstruction and modernization of the Ulcinj water and sewage network, which also includes the rehabilitation of the collector on Cape Đerana, with the first-ranked bidder MPP "Jedinstvo Sevojno" was signed in July the year before last.

President of the Municipality of Ulcinj Omer Bajraktari then he said that it is the biggest infrastructure project in Ulcinj in the last 40 years, as well as that its implementation creates the preconditions for cleaning the Port Milena canal, and thus for large tourist investments on the Big Beach.

According to the project documentation, the existing Đerana submarine outlet for the transport of unprocessed fecal sewage is located in the extension of Cape Đerana and discharges the sewage from the part of Ulcinj at a distance of about 1.120 meters from the coast at a depth of 25 meters.

At the end of 2023, the initial part of the damaged outlet, about 100 meters long, was replaced. However, the assumption that the remaining section of the submarine outlet was functional was wrong. That's why detailed research was started, which showed that the pipeline is completely filled with sand almost along its entire length.
