She stated that the route of the expressway has been moved to the north, i.e. that the northern Paštrov route has been proposed.

Acting Chief City Architect Jelena Lazic emphasized that the Cabinet of the President of the Municipality had previously given a negative opinion on the expressway and the wind farm on Brajići, and requested that the Spatial Plan clearly indicate that the northern route is mandatory, which will not endanger populated areas and cultural heritage.

Controversy ensued when MZ "Markovići" pointed out that practically 40 houses in that place were threatened by the earlier route of the high-speed road and should be demolished.

Member of the professional team Biljana Ivanovic she emphasized that she was working on the expressway project, and that she had spoken with the locals and that no houses in that area would be demolished. She pointed out that the area from Kuljač to Petrovac is protected.

At one point, several citizens left the benches and approached the map of the Spatial Plan, demanding to be told exactly where the road goes, especially the residents of Lapčić and Stanišić, claiming that their villages and church will be threatened.

Representative of the Directorate for Spatial Planning of the line ministry Ivan Nedović said that the public hearing refers exclusively to the Spatial Plan, and that they are ready to come to Budva next week with the project of the future road and, in cooperation with the Municipality, to give the document to the residents for inspection, and to find the most favorable route.

Jovanović reiterated that the Spatial Plan does not predict over whose parcels and where the route goes, but only provides strategic inputs.

"The spatial plan does not recognize plots, houses and churches and settlements, you can only see that in the project. We cannot talk about the project today. A high-speed road is no one's whim, traffic on the coast must be solved. It is very difficult to find a solution, to have a fast flow of traffic and not endanger any settlement. We will write to all planners that settlements and cultural heritage must not be endangered," she pointed out.

"There are possible compromises, there can be two lanes. The road can follow the landscape nicely. There are many cultural treasures on the route of that road. We support green energy, however, in the locality of Brajići - Paštrovska gora, it is difficult to reach a compromise. "To delete Brajići, but to place the wind power plant in the coastal part, but not on this strip," Kažanegra said.

Representative of Citizen Action Bozidar Vujicic he said that the Government is protecting the interests of a small number of people who permanently destroy the space, and that it is amining the construction in the area of ​​the DUPs of Budva and Bečić that have expired, until the last solitary building is built. Vido Gluščević referred to the Tivat-Budva boulevard project, considering it bad for the locals, and threatened that he would not allow the boulevard on the Budva side to be built on his property. Jovanović said that the goals of the plan are independent energy stability with a focus on renewable sources.

"Brajići as a zone was mentioned in a strategic sense, but the conditions under which the wind power plant can be developed were mentioned. We allow it where the natural conditions exist for use, but the key is to protect the environment and the population," she said.

Blažo Kažanegra from the Bankada Foundation, which deals with the protection of Paštrović's cult heritage, stressed that it is necessary to build a bypass, not a fast road, to bring the Germans to Greece as soon as possible.
