The Center for Civic Education (CGO) announced today that it has analyzed the reports of the State Audit Institution (DRI) on the audit of the annual consolidated financial statements of political parties and citizens' groups for the years 2020, 2021 and 2022, in the part of the assessment of the financial audit and the audit of regularity of work of political subjects.
"The analysis included 33 reports for 30 political parties and citizen groups that are available on the DRI website: Europe Now Movement (PES), Democratic Alliance of Albanians (DSA), Movement for Pljevlja, Workers' Party (RP), Socialists of Montenegro, Democratic Serbia party (DSS), GP URA, New Serbian Democracy (NSD), Democratic Party of Socialists (DPS), Group of Voters 'Miodrag Daka Davidović – People's Movement', Prava Montenegro, Liberal Party (LP), United Montenegro (UCG), DEMOS, Movement for Changes (PzP), FORCA, I Choose Montenegro, Croatian Citizen Initiative (HGI), Party of Justice and Reconciliation, Voter Group 'Goran Božović', Socialist People's Party (SNP), Democratic People's Party (DNP), Voter Group 'Arsenal for Tivat', Albanian Alternative (AA), Democratic Party (DP), Voter Group 'Tivat Action', Social Democrats of Montenegro (SD), Bosniak Party (BS), Democratic Montenegro (Democrats) and Social Democratic Party (SDP) ", it is emphasized in the statement of the CGE signed by Nikola Đurašević, program assistant.
The announcement adds that the SAI published ten reports for the same number of political entities as a result of the control of their finances for 2022.
"The worst rated are the Democratic Alliance of Albanians (DSA) with a double negative opinion and the PES with a conditional-negative opinion. Furthermore, two parties (GP URA and the Workers' Party) received a conditional-positive opinion, and a positive-negative opinion was given to three groups (Movement for "Pljevlja, NSD and the 'Miodrag Daka Davidović - People's Movement' group of voters. The best rated, with a double positive opinion, are the Socialists of Montenegro, DSS and DPS," said CGO.
From that non-governmental organization (NGO), they said that the SAI controlled the finances from 2021 for 12 political subjects, and that the worst rated for that year was the Justice and Reconciliation Party with a double negative opinion from state auditors.
"Two parties each received a conditional negative opinion (UCG and PzP), and a positive-negative opinion (DNP and Prava Montenegro). Five parties received a conditional positive opinion (LP, DEMOS, Biram Montenegro, HGI and SNP) "On the other hand, the best opinions for that year - doubly positive - were received by FORCA and the 'Goran Božović' Voter Group," said the CGO.
They also state that in 2020 the SAI checked the finances of 11 political entities.
"The best rated for that year, with a double positive opinion, were the Democrats and DPS, and the worst rated, with a conditional negative opinion, were the 'Arsenal for Tivat' voter group and BS. A conditional positive opinion was given to SDP and SD, and twice - conditionally GP URA and 'Tivatska akcija' voter group. Three parties received a positive - negative opinion (AA, DP and NSD)", said CGO.
In the announcement, it is also written that, overall, in these three years, the SAI, through 33 reports for political subjects, gave a total of two double negative opinions and seven double positive opinions.
"Also, she gave two double conditional opinions, five conditional-negative opinions, eight positive-negative opinions and nine conditional-positive opinions," concludes the announcement of the CGE.
