Andrija Klikovac (DPS) asked how this idea will be implemented "and why we need to rush something".

"There should be a systemic solution... How are we going to determine that someone does not have income that he did not declare? Which body in the state will check it? What is the vision? What are the next steps?" asked the head of the DPS councilors' club. .

He asked why apartments should be given to young married couples and not to pensioners.

Vešović said that the "City Apartment" project is the most important in this convocation of the Assembly of the Capital City. He added that he will be talked about for the next 30, 40 years.

Councilor Mićović from PES asked Klikovac why he keeps stressing the story about the extraordinary elections. She reminded him that the opposition votes with the majority, "and not the other way around."

Mensur Šalaj said that it is important for him to know that members of the RE population will be able to apply for an apartment.

Injac said that there is great interest in locations where social housing would be built.

"Great support for this project. I think it is very good. There may be limitations in the budget for this year, which does not mean that there will not be many more... It is good that we have it. There are many vulnerable categories in this country," she said. is Injac.

Ksenija Aranitović (DPS) said that everything must be considered in detail before voting.

"What worries me is that with this budget we reduced the amount of financial support for tenants... I'm glad that the mayor is here. Let's all consider together the possibility of increasing the amount of the financial budget. I believe that we will all agree to that initiative." she said.

The session continues tomorrow at 11 am.

Stefan Vešović (Prava - DNP - Radnička) said that three parcels of land have been selected that make up one unit for the construction of a residential and commercial building for the implementation of the "City Apartment" project.

As "Vijesti" previously wrote, the document on this project was adopted in August last year. According to him, people with unsatisfactory social status, young married couples, people with disabilities will be able to buy an apartment more favorably.

In the information related to the action plan, which Vešović prepared for fellow councilors, it is stated that the price of a square meter through the "City Apartment" project should be from 700 to 800 euros.

Vešović said that "buildings like this should not be built in remote places".

According to the decision, which is available on the website of the Capital City, the residential and business facility would be built on urban plots 40a, 41 and 42 in the scope of DUP "Konik - Old Airport Phase III".

The mayor of Podgorica, Olivera Injac, welcomed this idea. She said that the working group is working in the field and analyzing the territory. She explained that decisions should be made in such a way that, harmonized, they suit everyone.

Nađa Ljiljanić said that the club Pokret za Podgorica will give a positive opinion. She asked whether the "City Apartment" will remain in the ownership of the capital city.

"I would make a proposal and an amendment... Young married couples, PWDs were mentioned here... I believe that single parents should also be included, as well as women victims of violence from Golubovci. All vulnerable categories living in the capital should be included." said the councilor of the new club of the Assembly of Podgorica.

She added that she is worried about whether the entire project will be able to be implemented.

Vešović said that the apartments will not be given away, but that they will be "given under favorable conditions".

"There will be certain ranking lists. We are there for advisory action in order to protect ourselves from abuses, but also to ensure that the apartments do not end up with people who do not need them," says Vešović, adding that these apartments will not be owned by the Capital City.

Mašković said that the citizens expected that the dynamics of the implementation of the "City Apartment" would be more dynamic.

"We don't have an agreement within the parliamentary majority on such an important topic. The only people who will suffer are the citizens of Podgorica... I am not happy about the crisis in the ruling majority, because the citizens suffer the most..." said the head of the SD-LP councilor club.

Čarapić said that the opposition is worried about the elections, because "they don't stand well with the citizens".

Antic said that the water polo swimming water polo club was founded in 2018 when the conditions for it were created.

"We thought that the water polo swimming sport deserves more support. I think it will get it just by passing into the hands of the capital city. One of the reasons is that we would form a senior water polo team that, I hope, will start functioning in September..." he said. is Antić.

Nađa Ljiljanić (Movement for Podgorica) asked how, in the long-term budget, this club would be financed. She asked Rakčević who would carry out the control.

Rakčević said that they are taking over PVK "Budućnost" for zero euros.

Klikovac said that it would be important to build a senior selection as well.

"I think that the capital city can invest half a million euros in the water polo club 'Budućnost'... We have the opportunity, with small funds and talents, for players who are not of Montenegrin origin to come in the first years and cooperate with younger players... ", he explained.

Rakčević said that he has nothing against the existing or new swimming pool in Podgorica being named after Petar Porobić.

Rakčević said that the competition organized by the Secretariat for Sports has ended.

Councilor Boban Radević said that "you from DPS have long resembled Italians and you don't hide it".

"We all know that there will be new elections in three years and that we will measure our strength then. Be persistent and do not allow Mašković to take the title of head of the opposition..." Radević said.

Dragutin Vučinić (Movement for Podgorica) said that moving the location of the Spring Market near the rivers is not a good idea, and added that spring is deceptive.

Klikovac pointed out that DPS tries to organize its events according to the model of European ones. He pointed out that the times of autocracy "are over for the civilized world."

He recalled that "from the first day, he claimed that this government cannot be politically functional".

"It will be very difficult for you to get out of this. The only solution is elections...", said Klikovac.

Nermin Abdić (DPS) warned Boban Radević to behave in accordance with the rules of procedure.

"Please leave honesty and humanity somewhere else. While we are sitting here, we will not allow that..." said Abdić.

The mayor of Podgorica, Olivera Injac, said that she was very happy that the first story about the Spring Market received the support of the councilors.

"... As you can see, the priority goal was to support small entrepreneurs. You know that in our area there are many households engaged in the production of food, drinks, and souvenirs, and that was the reason to increase that activity a little... Reason and goal gatherings are such beautiful events as the market. I always believe that knowledge is not only with one person, but that it is scattered and that we can learn from others," said Injac, adding that the organization of the market requires a little more expense.

The mayor said that the market may be closed with a celebration on the occasion of the Independence Day of Montenegro.

Budimir Mugoša said that he would support the proposal to hold the Spring Bazaar. He explained that it is necessary to publish the list of people who will receive a house as soon as possible.

Mašković said that the organization of the Spring Market will be supported by his club.

"It is very important that the competition be transparent and equal to everyone... Events like this can have a positive impact on the economy of smaller companies," said the youngest member of the Capital City Assembly.

"The criteria are published five days before the public call," said Medigović.

Andrija Klikovac (DPS) said that the organization of the market is important for Podgorica.

"I have to point out some things that were obvious during the realization of the New Year's market. It was really visited, there were some details that could be better. I think that organizational actions should be implemented that will be more effective than last time," Klikovac said. , adding that some locations that were suitable for New Year's will not be suitable for Spring Market.

Klikovac said that the people of Podgorica will be "political hostages of an agreement within the parliamentary majority that cannot agree".

"As a parent who has been engaged in civic activism for many years, I think that the decision to organize the market is excellent. I think that in some future period we could commit to making the event last longer, not just fifteen days..." said Ljiljanić. .

She added that the Movement for Podgorica will be ready to "participate and help the Capital City in this decision".

Borovinić Bojović said that on March 5, the Assembly was informed about the formation of a new club, and councilors "according to the legal framework will receive a notification about it at the session".

Mašković reminded that the representative of the public institution "Kakaricka gora" interrupted his press conference last week. He then presented new information about the events in that institution and warned about the alleged abuse of narcotics.

Borovinić Bojović replied that "it is important to respect the dignity of every councilor regardless of the party he belongs to".

"You cannot expect me to play the role of a teacher or educator, because that is not my role..." explained the President of the Assembly.

She said that Councilor Radović informed that a new club had been formed, and that they wanted to change the name of the club to Movement for Podgorica.

Andrija Klikovac (DPS) said that "today we are witnessing new political circumstances in the Assembly of the Capital City".

"Citizens of Podgorica, it is clear that something has been discussed in the media for a long time, namely that the political duo Abazović and Milatović carried out a certain type of action in order to create a new political platform within the parliamentary majority and show that they are the ones who create political circumstances at the level of the capital...", said Klikovac, adding that citizens will continue to experience a deep political crisis in Podgorica in the coming period.

The Deputy Mayor of Podgorica, Luka Rakčević, said that dialogues and conversations "among friends" are conducted in the Assembly of the Capital City.

"... You have never had greater stability in the capital," Rakčević said, asking Klikovac not to spin.

Klikovac said that in the Assembly of Podgorica there was "political bickering of councilors".

"I am announcing to the citizens of Podgorica. Political crises and ambiguities will continue at the level of the capital city. You will see what will happen in June," said Klikovac.
